About this file

This document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, issued by a local government procurement department in October 2012. The guidelines provide a comprehensive framework for implementing minority and women-owned business enterprise (WMBE) participation across various industry categories including construction, construction-related services, professional services, non-professional services, and goods procurement.

The document delineates specific underutilized WMBE categories for both prime contractors and sub-contractors/sub-consultants, categorizing businesses by ethnicity and gender (Black, Asian, Hispanic, Native American, and Woman-owned enterprises). The guidelines are designed to be narrowly-tailored for affected groups and apply to formal procurement processes and solicitations. Each industry category has specific definitions, such as construction being defined as new construction, renovation, restoration, and maintenance of public improvements, while goods are characterized as supplies, materials, equipment, and other commodities. The form provides a structured approach to ensuring diverse business participation in government contracting opportunities.
