About this file

The document is the Minority and Small Business Participation Procurement Guidelines (MBD Form-70) issued by a local government procurement office in October 2012, targeting formal procurement and solicitation processes. The guidelines provide a structured framework for implementing minority and women-owned business enterprise (WMBE) participation across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document outlines specific underutilized WMBE prime contractors and sub-contractors/sub-consultants for each industry category, identifying specific demographic groups including Black, Hispanic, Native American, and Woman-owned businesses.

The procurement guidelines are designed to narrowly tailor WMBE participation for affected groups, with clear definitions for each industry category. The document provides an index of business enterprise classifications, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The guidelines aim to promote diversity and inclusion in government contracting by highlighting underrepresented business groups across different service and product sectors, ensuring opportunities for minority and women-owned businesses in formal procurement processes.
