About this file

The document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, designed to guide formal procurement processes for a local government entity. The guidelines outline specific participation goals for Women and Minority Business Enterprises (WMBE) across various industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed definitions for each industry category and establishes underutilization matrices for WMBE primes and sub-contractors/sub-consultants.

The procurement guidelines are narrowly tailored to support minority and small business participation, with specific categorizations for business enterprises: Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The matrix identifies underrepresented groups in different procurement sectors, with the goal of increasing opportunities for minority-owned and women-owned businesses across construction, professional services, non-professional services, and goods procurement. The guidelines are dated October 2012 and are intended to be used in request for proposal (RFP) processes to ensure diverse business participation.
