About this file

This document is the City of Tampa's Minority and Small Business Participation Procurement Guidelines (MBD Form-70), dated October 2012, outlining guidelines for formal procurement and solicitations. The document provides detailed matrices for underutilized Women and Minority Business Enterprise (WMBE) participation across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The guidelines specify participation goals for different minority groups, including Black, Hispanic, Asian, Native American, and Women-owned businesses, for both prime contractors and sub-contractors/sub-consultants.

The policy aims to narrowly tailor WMBE participation for affected groups, with specific definitions for each industry category. The document provides a comprehensive index of business enterprise classifications, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The guidelines are designed to promote diversity and inclusion in procurement processes, ensuring opportunities for underrepresented business groups across various service and product domains. The matrix highlights specific areas where each minority group is considered underutilized, providing a structured approach to increasing minority business participation in municipal contracting.
