About this file

The document is a Minority and Small Business Participation Procurement Guidelines form (MBD Form-70) dated October 2012, focusing on implementation guidelines for minority and women-owned business enterprises (WMBE) in various industry categories. The form provides detailed categorizations for underutilized WMBE primes and sub-contractors across five industry sectors: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods.

The guidelines outline specific definitions for each industry category and establish participation requirements for minority-owned businesses, including Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The policy applies to formal procurements and solicitations, with WMBE participation to be narrowly-tailored for affected groups. The document serves as a framework for ensuring diverse business participation in government contracting, providing a structured approach to identifying and promoting underutilized businesses across different professional and commercial domains.
