About this file
The document is MBD Form-70, a Procurement Guidelines document for implementing Minority & Small Business Participation, issued by a local government procurement agency in October 2012. The guidelines outline specific participation requirements for Woman and Minority Business Enterprises (WMBE) across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed definitions for each industry category and establishes underutilized WMBE participation targets for both prime contractors and sub-contractors/sub-consultants.
The procurement guidelines are designed to narrowly-tailor WMBE participation for formal procurements and solicitations. The document uses a matrix to identify underutilized business enterprises by racial and gender categories, including Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman (WBE) businesses. Each industry category has specific groups designated as underutilized, which helps guide procurement strategies to increase diversity and inclusion in contracting opportunities. The form provides a standardized approach to tracking and promoting minority and small business participation across different types of government contracts and services.
