About this file
The document is the Minority & Small Business Participation Procurement Guidelines (MBD Form-70) issued by the City of Tampa in October 2012, focusing on minority and women-owned business enterprise (WMBE) participation in formal procurement processes. The guidelines establish definitions and participation requirements across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, with specific emphasis on underutilized WMBE primes and sub-contractors/sub-consultants.
The policy applies narrowly-tailored participation requirements for different minority and business enterprise groups, including Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Women Business Enterprises (WBE). The document provides detailed matrices identifying underutilized WMBE groups across various industry categories for both prime contractors and sub-contractors, creating a structured approach to promoting diversity and inclusion in municipal procurement processes. The guidelines serve as a strategic tool for increasing representation and opportunities for minority and women-owned businesses in City of Tampa contracting opportunities.
