About this file
The document is the Minority and Small Business Participation Procurement Guidelines (MBD Form-70) from October 2012, designed to implement guidelines for formal procurement and solicitations. The guidelines outline participation requirements for Minority and Women-owned Business Enterprises (WMBE) across various industry categories, including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed matrices identifying underutilized WMBE primes and sub-contractors/sub-consultants for each industry category.
The procurement guidelines are specifically tailored to narrowly define participation for affected groups, with clear definitions for each business enterprise type: Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The policy applies to formal procurements and solicitations, providing a structured approach to categorizing and promoting minority and small business participation across different sectors and service types. The document serves as a comprehensive reference for understanding the classification and potential involvement of minority-owned businesses in government procurement processes.
