About this file
The document is a Minority & Small Business Participation Procurement Guidelines form (MBD Form-70) issued in October 2012, applicable to formal procurements and solicitations. The guidelines outline specific strategies for increasing participation of Underutilized Women and Minority Business Enterprises (WMBE) across various industry categories, including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides comprehensive definitions for each industry category and establishes a framework for narrowly-tailored WMBE participation.
The procurement guidelines categorize business enterprises by racial and gender classifications, including Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The matrix identifies underutilized WMBE primes and sub-contractors/sub-consultants across different industry sectors, creating a structured approach to promoting diversity and inclusion in procurement processes. The policy aims to increase opportunities for minority and small businesses by providing a systematic method for identifying and engaging underrepresented business groups in formal procurement opportunities.
