About this file

This special notice announces a virtual Inflation Reduction Act industry exchange hosted by the U.S. General Services Administration Public Buildings Service Office of Acquisition Management. The event will provide an overview of the IRA and include moderated sessions on low-embodied carbon asphalt and concrete, environmental product declarations, and a regional forecast of upcoming IRA-related opportunities. Regional PBS offices will present upcoming projects involving asphalt and concrete pavement repairs, replacement, and new construction that require meeting low-embodied carbon thresholds. Interested parties must register by March 20, 2024 to receive the webinar login credentials. Presentation materials on the IRA, sustainable building materials, and EPDs will be made available. The event aims to gather feedback on industry capabilities to meet new material standards under the IRA.

Improved O&M Operations

Additional Areas of Focus in FY24 PBS Water Quality Management Since July 11, 2023, elevated levels of Legionella bacteria (Legionella) have been detected in water at fourteen GSA-owned buildings and four GSA-leased buildings located across five different GSA regions. This challenge is not unique to GSA, as per the CDC, reported cases of Legionnaires' disease have surged by almost nine fold from 2000 to 2018 and continue to rise.

Strategy:

● In FY24, an initial drinking water quality test will be required for all occupied federally owned facilities that are over 1,000 SF with drinking water systems (1,442 buildings)

● Federally owned facilities that meet the following criteria must also implement the PBS Guidance to Maintain or Restore Water

Quality:

○ Buildings over six stories in height; or

○ Over 50,000 sf with one or more water booster pumps (both must apply)

● This also includes 80 buildings with a building-specific ASHRAE 514 water management program or ASHRAE 188 water management plan already implemented for the potable water system.

● In addition to these 400 buildings where formal plans will exist, buildings with Child Care Centers (20), Health Care Units (12) and showers (152) will also be subject to contractual flushing requirements in those areas.

400 Buildings 184M GSF 80% of Owned Inventory GSF

Surge in ESPC Work Due to IRA

● Nearly two-thirds of the $975M IRA E&ST funding is expected to be invested in ESPCs

● The leverage of ESPCs will push this total investment to nearly $2B, which is over 10 years worth of ESPC work

● EA2020 requires 50% of discovered, applicable ECMs to be implemented through performance contracts

● Non-ESPC ECMs need M&V to show compliance with EA2020 and IRA

Risk Management Program

● Review and improve (while conducting) the FY24 Risk Management survey program

● Develop a streamlined process to close out open conditions

The Good Jobs Initiative

Rukku Singla, Policy Advisor

What is the Good Jobs Initiative?

Announced in January 2022, GJI provides critical information to workers, employers, and governments as they work to improve job quality and create access to good union jobs free from discrimination and harassment for all working people (with emphasis on Black, Indigenous, people of color; LGBTQ+ individuals; women; immigrants; veterans; individuals with disabilities;

individuals in rural communities; individuals without a college degree; individuals with or recovering from substance use disorder; justice-involved individuals; and opportunity youth).

GJI Focuses on:

1) Worker Empowerment—providing easily accessible information to workers about their rights and lifting-up union organizing and collective bargaining;

2) Employer Engagement—engaging employer stakeholders as partners in improving job quality and workforce pathways to good jobs; and

3) Agency Support—supporting federal agencies by coordinating labor advisors and providing technical assistance on grants, contracts, and other investments designed to improve job quality.

What has the Good Jobs Initiative done so far?

▪ To date, the Good Jobs Initiative has:

▪ Worked in collaboration with federal agency partners to incentivize equity and good jobs in over $181 billion dollars of competitive grant funding;

▪ Entered into six Memoranda of Understanding with with the Departments of Transportation, Commerce, Energy, and Interior, as well as the Environment Protection Agency and the General Services Administration, where each agency details its commitment to using Investing in America and other federal funds to support equitable workforce development pathways into good jobs;

▪ Established shared Good Jobs Principles with the Department of Commerce identifying essential elements of a quality job;

▪ Engaged both small and large employers across the country who showcased how they are recruiting and retaining diverse workers by investing in training, higher wages, benefits, and respecting workers’ right to organize and collectively bargain.

▪ Created a one-stop-job quality resource center for federal investments at GoodJobs.gov.
