7.0. EVALUATION FACTORS AND BASIS OF AWARD

FAR 52.212-2, Evaluation – Commercial Products and Commercial Services

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. This includes “Best Value”, which is defined as the expected outcome, in the Government's estimation, that provides the greatest overall benefit in response to the requirement (FAR 2.101).

The following factors shall be used to evaluate offers: Past Performance, Technical, and Price.

Factor 1: Past Performance

Offerors shall provide recent evidence of relevant past performance along with point of contact information. Cited past performance will be assessed for recency and relevancy. The

Government will evaluate CPARs, SAM, and other Government databases as part of the evaluation.

Factor 2: Technical

Technical Subfactor 1: Staffing Approach. Acceptability of this subfactor will be based upon whether the Offeror’s proposed workforce composition meets all the requirements in the PWS. Additionally, this subfactor will be evaluated to ensure the Offeror demonstrates an adequate understanding of the minimum required knowledge, skills, experience, and security clearance to meet the requirements in the PWS. The Offeror MAY submit qualification letters and/or Letters of Intent for additional consideration to demonstrate an

Offeror’s understanding of the skills, abilities, and knowledge required to perform the requirement.

Technical Subfactor 2: Management approach. The Offeror shall demonstrate an effective and sound approach by articulating the details of how management will recruit, hire, and keep a highly dedicated and qualified workforce to ensure quality employees remain in place and turnover is minimal.

Factor 3 – Price

Adequate price competition is anticipated and exists if two or more responsible offerors, competing independently, submit priced offers that satisfy the Government’s expressed requirements. Therefore, the Offerors’ total evaluated prices (TEPs) will be evaluated for price reasonableness. Price analysis shall be used to evaluate the price reasonableness of each

Offeror’s TEP.

Options. The Government will evaluate offers for award purposes by adding the total price for all options, including the FAR 52.217-8 six (6) month option period, to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option.

As per FAR 52.217-8, the Government may extend performance of any services unilaterally. The option to extend under this clause may be exercised at any point during the life of the contract and may be exercised more than once; however, the total extension of performance under this option shall not exceed six months. For pricing of FAR 52.217-8, it will automatically be calculated based on the Offeror’s pricing for Option Year 4 for evaluation purposes. The Offeror shall submit a monthly price for the six-month extension of services for all applicable CLINs

The Government may compare Offeror TEPs, compare TEPs to the Independent Government

Estimate (IGE), or may use other price analysis techniques per FAR 16.505(b)(3). In the event only one offer is received, the Government will not perform a best value evaluation of the proposal, but rather will evaluate the Offeror’s proposal for technical acceptability. In accordance with DFARS 216.505-70, the Government may transition from a competitive process to a sole source acquisition if the requirements of DFARS 215.371-1 and 215.371-2 have been met. If the Government transitions from a competitive process to a sole source process, the proposal price/costs will be evaluated to determine a fair and reasonable price only. The

Government may or may not enter into negotiations with the sole Offeror. Evaluation of option price(s) shall not obligate the Government to exercise the option(s).

Proposals shall be analyzed to determine if the prices are unbalanced IAW FAR 15.404-1(g).

Proposals may be unawardable if the PCO determines the lack of balance poses an unacceptable risk to the Government.

Interchanges

-The Government may conduct interchanges with none, some, or all Offerors as needed.

- Offeror responses to interchanges will be considered in the Best Value Selection

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are interchanges after its receipt, unless a written notice of withdrawal is received before award.

8.0. NOTICE TO OFFEROR(S)

Funds are not presently available for this effort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
