About this file
This is a Fair Opportunity Proposal Request (FOPR) from the Department of the Air Force's 763D Enterprise Sourcing Squadron for the renewal of five Brand Name Only (BNO) Adobe ColdFusion 12-month licenses. The requirement is being issued to contract holders on the DISA JELA IV Agency Catalog for Adobe ColdFusion Products and Services and will be awarded as a single Firm-Fixed Price delivery order under RFO Part 16.507-2 ordering procedures. Headquarters Air Mobility Command (HQ AMC)/FMFN requires the software delivery by 30 March 2026, which is also the proposal submission deadline of 11:45 A.M. Central Standard Time. Proposals must be submitted via email to Contract Specialist Ms. Emily Gebke at emily.gebke@us.af.mil and Contracting Officer Ms. Tonya Hughes at tonya.hughes.2@us.af.mil.
Award will be made on a Lowest Priced Technically Acceptable (LTPA) basis. The Government will rank proposals by price and evaluate the lowest priced proposal for technical acceptability, defined as meeting all FOPR requirements with ability to deliver licenses on 30 March 2026. If the lowest priced proposal is technically acceptable, the Government will verify price completeness and reasonableness; if acceptable, award will be made to that offeror. If not technically acceptable, the Government may conduct interchanges or evaluate the next lowest priced proposal. Contractors should submit their best terms without expectation of interchanges. Responses must include the completed Information and Pricing Worksheet (Attachment 1) with unit prices, extended prices, total price rounded to the nearest dollar, applicable specifications, and responses to paragraphs 1-12, along with Provisions and Clauses (Attachment 2) including FAR clause 252.204-7017. Proposals are valid for 90 days, and the Government reserves the right not to award and will not obligate any costs for proposal development.

DEPARTMENT OF THE AIR FORCE
763D ENTERPRISE SOURCING SQUADRON
SCOTT AIR FORCE BASE ILLINOIS
30 March 2026
MEMORANDUM FOR ALL CONTRACT HOLDERS ON JELA IV for Adobe Cold Fusion Licenses
FROM: 763 Enterprise Sourcing Squadron (763 ESS)
510 POW/MIA Drive Bldg. P-40, Suite E1004 Scott AFB, IL 62225
SUBJECT: Fair Opportunity Proposal Request (FOPR), FA445226R0009, Brand Name Only (BNO) FY26 Adobe Cold Fusion Licenses
1. This is a FOPR for the subject requirement to be awarded pursuant to Revolutionary Federal
Acquisition Regulation (FAR) Overhaul (RFO) Part 16.507-2 ordering procedures, RFO Part 12 procedures, the terms and conditions of the DISA JELA IV Catalog for Adobe Cold Fusion Products and Services, and the specific requirements outlined in this request with attachments. This FOPR is for Contract Holders on the DISA JELA IV Agency Catalog for Adobe Cold Fusion. Headquarters Air Mobility Command (HQ AMC)/FMFN requires the renewal of five BNO Adobe Cold Fusion (12-month) licenses. The awardee shall deliver the BNO Adobe Cold Fusion software in accordance with the delivery date outlined in Attachment 1.
2. The selection methodology for award of this delivery order will be made on a Lowest Priced
Technically Acceptable (LTPA) basis. The Government intends to award a single, Firm- Fixed Price (FFP) delivery order for the subject effort.
3. The anticipated delivery date for this acquisition is as follows:
a) Delivery Date: 30 March 2026
4. There are three attachments to this FOPR:
1. Information and Pricing Worksheet/Delivery Schedule (Attachment 1)
2. Provisions and Clauses (Attachment 2)
3. Redacted Justification for an Exception to Use Brand-Name Restriction (Attachment 3)
A response to this FOPR shall consist of the completion of the following:
1) Information and Pricing Worksheet (Attachment 1), or a submitted proposal in offeror format as long as it, at a minimum, depicts unit prices, extended prices, and a total (rounded to the nearest dollar), provides applicable specifications, and submits a response providing the information being requested in paragraphs 1 – 12.
Mission-focused leaders in agile acquisition…creating innovative, risk-based business solutions.
2) Provisions and Clauses (Attachment 2), specifically the following fill-in Provision and Clauses:
a. 252.204-7017
By submission of a proposal, the contractor accedes to all FOPR requirements including terms, conditions, and representations. The contractor’s proposal shall be valid for 90 days.
4. Basis of Award: Award will be made in accordance with the basic contract ordering procedures, RFO Part 16.507-2, the procedures specified in the FOPR, and on the basis of the lowest priced proposal that is technically acceptable. An order may be awarded to the offeror who is deemed responsible IAW FAR 9.1, as supplemented, whose proposal conforms to the FOPR's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the FOPR instructions) and is judged to represent a technically acceptable proposal with the lowest complete and reasonable price. First, the Government will rank the proposals which conform to the FOPR's requirements from lowest price to highest price. Next, the Government will evaluate the lowest priced offeror for technical acceptability as follows:
Technically Acceptable - Proposal meets all requirements of this FOPR and attachments, and the contractor can deliver the licenses on 30 March 2026.
Technically Unacceptable - Proposal does not meet all requirements of this FOPR and its attachments, and the contractor cannot deliver the licenses on 30 March 2026.
If the proposal with the lowest price is determined to be technically acceptable, the Government will evaluate the offeror's total aggregate price for completeness and reasonableness. In order to determine the price fair and reasonable, the evaluation process may continue until reaching two technically acceptable proposals (to establish adequate price competition). Definitions for completeness and reasonableness are defined below. If the lowest priced proposal is technically acceptable and the price is complete and reasonable, that offeror's proposal represents the best value to the Government and award will be made to that offeror. If the lowest priced proposal is not technically acceptable, the Government will consider the correction potential and may enter interchanges with that offeror. If, after interchanges with that offeror, their proposal is technically acceptable and remains the lowest priced, an order will be awarded to that offeror. If the Government deems the proposal not easily correctable, or if at any time it becomes other than the lowest priced proposal, the next lowest priced proposal will be evaluated for technical acceptability, followed by an analysis of their price to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government. This evaluation process will be repeated until reaching a technically acceptable proposal, or until all proposals are evaluated.
In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable proposals (to establish adequate price competition).
Applicable definitions for price completeness and reasonableness are outlined below:
Completeness - The proposal will be reviewed to determine the extent to which all the price elements have been addressed. The review will determine the adequacy of the offeror's proposal in addressing and fulfilling the FOPR requirements.
Reasonableness - For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at RFO Part 15.404-1(b)(2).
5. The Government intends to make award based on the initial proposal submissions without conducting interchanges. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the CO and the offerors that may address any aspect of the proposal and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN).
Offeror responses to INs will be considered in making the award selection decision.
Interchanges may be conducted with one, some or all offerors. The Government is not required to conduct interchanges with any or all offerors responding to this FOPR. This acquisition follows the ordering procedures outlined in RFO Part 16.507-2, as supplemented.
6. This FOPR is not authorization to provide the products, and in no way obligates the
Government for any costs incurred by the offeror associated with developing a proposal. The Government reserves the right not to award an order in response to this FOPR. Prior to commencement of any activities associated with delivery of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.
7. Use of Non-Government Advisors. Offerors are advised that technical data submitted to the
Government in response to this FOPR will be released to a non-Government advisor for proposal review and analysis. All non-Government advisors have signed non-disclosure statements. All company information and pricing will be redacted from the proposal prior to the non-Government advisor providing their review and analysis. Offerors shall complete paragraph 10 in Attachment 1 of the FOPR by responding to paragraph (a) or (b).
8. Proposals shall be submitted via email to Contract Specialist, Ms. Emily Gebke, at emily.gebke@us.af.mil and Contracting Officer, Ms. Tonya Hughes, at tonya.hughe.2@us.af.mil, no later than 11:45 A.M. Central Standard Time (CST) on 30 March 2026. Any proposals received after the FOPR closing date and time will be considered “late” and may not be considered for award. For technical and contractual questions and mailto:emily.gebke@us.af.mil mailto:tonya.hughe.2@us.af.mil, comments, please contact Ms. Emily Gebke at emily.gebke@us.af.mil and Ms. Tonya Hughes at tonya.hughes.2@us.af.mil.
