About this file

This document is a footnotes reference guide issued by the Connecticut Department of Labor Wage and Workplace Standards Division, effective July 1, 2025, providing prevailing wage benefit requirements for various construction and skilled trade occupations in Connecticut. The footnotes specify detailed paid holiday schedules, vacation benefits, and service eligibility requirements for occupations including bricklayers, cement masons, dredging workers, elevator constructors, glaziers, power equipment operators, ironworkers, laborers in tunnel construction, roofers, sprinkler fitters, and truck drivers. Each occupational classification includes specific conditions for holiday eligibility, such as minimum consecutive days of employment prior to the holiday, requirement to work scheduled days before and after the holiday, and in some cases, a minimum number of working days during the week in which the holiday falls. Vacation benefits are expressed either as a percentage of straight-time rates multiplied by total hours worked or as employer contributions calculated on basic hourly rates with service-dependent variations.

The footnotes apply to prevailing wage schedules where benefits are designated with letter references (such as +a or +a+b), distinguishing them from benefits listed as fixed dollar amounts. These requirements represent mandatory compliance standards for contractors bidding on Connecticut state and local construction projects, including the Long Wharf Waterfront Play Structure project in Connecticut. The document ensures consistent application of labor standards across jurisdictions and occupational categories, with particular attention to holiday compensation timing, accrual methods, and employment tenure thresholds that affect worker eligibility for specified benefits.
