Food for Progress FY2022 Notice of Funding Opportunity

Questions and Answers

April 18, 2022 through April 22, 2022

NOTE: Questions are answered in the order received. FFPr recommends using the document

“Find Text” function to find specific items.

1. Are the projected award values shown in the NOFO inclusive of freight?

A: Yes, the NOFO has been amended to provide clarity. Please also refer to Question 13 from the March 7th Q&A and FY2022 FFPr NOFO Amendment 2 published April 7, 2022.

2. With the addition of required charts in the budget narrative per Amendment 1, would USDA consider increasing the page limit above 25 pages?

A: No, USDA considers 25 pages to be sufficient inclusive of the charts.

3. May we allocate local M&E staff members time across activities, or do you consider these positions to be administrative?

A: Yes, local M&E staff members time may be allocated across activities or in any manner the applicant finds appropriate.

4. Could USDA please exclude the organizational chart from the page limit for the Organizational Capacity and Staffing section, or consider increasing the page limit for this section? The four pages allotted for this section make it very difficult to properly cover all of the information requested in it by the NOFO which include 1) organizational capacities to implement the proposed project; 2) Current and past experience in agricultural projects, especially within the priority area or targeted geographies; 3) subrecipients responsibilities and capabilities; 4) the technical and geographic expertise required for efficient and effective project implementation, administration, and management; 6) staffing plan [which] includes a brief description of all long-term staff positions and required levels of experience and 7) information regarding in-country registration.

A: No, Food for Progress will not increase the page limit for this section.
