About this file

This document is a Memorandum from the U.S. Department of Housing and Urban Development (HUD) containing an Environmental Assessment and Finding of No Significant Impact (FONSI) for the FY2025 Notice of Funding Opportunity (NOFO) for the Jobs Plus Program. The Jobs Plus Program provides grants to Public Housing Agencies to develop locally-based approaches for increasing earnings and employment outcomes, including initiatives for work readiness, employer linkages, job placement, educational advancement, and financial literacy. The program is authorized by the Full-Year Continuing Appropriations and Extensions Act, 2025 and the Consolidated Appropriations Act, 2024.

The memorandum details that the NOFO does not constitute a major federal action with significant environmental impact, based on two key reasons: (1) the NOFO does not direct or provide loans for property acquisition, rehabilitation, or construction, and (2) the program activities (public services, technical assistance, training, supportive services, and administrative activities) are categorically excluded from environmental review. The document includes concurrences from multiple environmental clearance officers and final approval from the General Deputy Assistant Secretary for Public and Indian Housing, culminating in a Finding of No Significant Impact.

U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT

WASHINGTON, DC 20410-5000

OFFICE OF PUBLIC AND INDIAN HOUSING

MEMORANDUM FOR: Heidi Frechette, General Deputy Assistant Secretary for Public and Indian Housing, P

FROM: Marianne Nazzaro, Deputy Assistant Secretary

Office of Public Housing Investments, PI

SUBJECT: Environmental Assessment and Finding of No Significant Impact

Under the National Environmental Policy Act (NEPA) for the FY2025 Notice of Funding Opportunity for the Jobs Plus Program (FR-6700-N-14)

It is the finding of this office that the subject Notice of Funding Opportunity (NOFO) does not constitute a major Federal action having an individually or cumulatively significant effect on the physical/human environment and, therefore, does not require the preparation of an environmental impact statement.

This NOFO announces the availability of FY 2025 funds (and remaining FY 2024 funds) and provides program information and application instructions for the Jobs Plus Program (Jobs Plus). Jobs Plus provides grants to certain Public Housing Agencies to develop locally-based approaches to increase earnings and advance employment outcomes. Jobs Plus will fund initiatives to improve outcomes such as work readiness, employer linkages, job placement, educational advancement and financial literacy.

The program authorization and funding authority of Jobs Plus grants under this NOFO is provided by the Full-Year Continuing Appropriations and Extensions Act, 2025 (Public Law 119-4, approved March 15, 2025) and the Consolidated Appropriations Act, 2024 (Public Law 118-42, approved March 9, 2024).

This office finds that this NOFO does not have a significant impact on the human environment for two reasons. First, this NOFO does not direct or provide loans or mortgage insurance for real property acquisition, disposition, rehabilitation, alteration, demolition, or new construction, or establish, revise or provide for standards for construction or construction materials, manufactured housing, or occupancy. Lease or rental of space for Jobs Plus activities is an eligible use of administrative funds, but only under the following conditions:

(1) The lease must be for existing facilities not requiring rehabilitation or construction except for minimal alterations to make the facilities accessible for a person with disabilities;

(2) No repairs or renovations of the property may be undertaken with Jobs Plus funds; and

(3) Properties in the Coastal Barrier Resources System designated under the Coastal Barrier Resources Act (16 U.S.C. 3501) cannot be leased or rented with federal funds.

Second, the activities assisted under this NOFO, namely public services that will not have a physical impact or result in any physical changes, technical assistance and training, supportive services, and administrative activities are exempt or categorically excluded from review under the National Environmental Policy Act in accordance with 24 CFR 50.19(b)(3), (4), (7), (9), (12), and (13) because they lack the potential for any significant effect on the environment.

Accordingly, the Office of Public Housing Investments finds the issuance of this NOFO will not create any significant environmental impacts and will not result in significant impacts on the physical/human environment. Therefore, a Finding of No Significant Impact is hereby made.
