Family of High MLC Bridging – Request for Information
JAN 2021
UNCLASSIFIED
--UNCLASSIFIED--
This document is a Market Questionnaire for use by the Army, related to the Family of High Military Load Class Bridging (FoHMLCB). Written in the paragraph(s) below is additional information regarding the Market Questionnaire. We thank you in advance, for your time and participation in this Market Questionnaire.
I. Objectives
a. The objective of the Market Questionnaire is to better understand the availability and capabilities of commercial bridging technology and the potential of the associated material and component manufacturers to meet the Army’s FoHMLCB needs. The information gathered by the Army through this Market Questionnaire, along with other market investigation data, is solely intended for use by the U.S. Army and will not be shared amongst competing companies. For instructions and more information regarding proprietary information, please refer to Section IV of this document.
Participation in the Market Questionnaire by the various contractors is considered low risk to the companies responding, given the Army will treat information from the Questionnaire responses per Section IV as proprietary.
b. Participation in this Market Questionnaire provides an important opportunity to influence the Army’s approach to procuring the FoHMLCB needs. The U.S. Army will not provide compensation for any resources spent on this Market Questionnaire and participation is at the discretion of the equipment manufacturer respondent(s).
II. Instructions
a. Read the capability summary for the FoHMLCB in Section III of this Market
Questionnaire.
b. Answer all of the questions in the Market Questionnaire. If certain U.S. Army capabilities identified are deemed not available, or not achievable according to the respondent’s company knowledge, please include an alternate proposal(s) which would be intended to provide the intent of the capability described therein. It is the U.S. Army’s desire to avoid “not applicable” (N/A) type answers. Please provide yes/no and numerical responses in the column labeled “Measured Performance”.
Please provide supporting rationale, comments and recommendations in the column labeled “Capability Description/Alternative Proposal Description”.
c. Please provide the projected development resources such as cost and timing to support the FoHMLCB objectives. This information is essential in understanding the scope of the project. It is understood by the U.S. Army that this information is strictly a rough estimate. The respondent’s company is not contractually obligated to this information. Please avoid N/A not applicable or blank information. The U.S. Army recognizes these are rough estimates and will use the information strictly as a means for gaining general knowledge. Please include development resource cost and timing estimates for all alternate proposals as well as the mainstream proposal.
d. Provide product brochures or other forms of information relevant to this Market Questionnaire as is deemed appropriate. Additionally, it is encouraged to provide any additional information that enables the U.S. army to gain insight into the company, product performance, reliability and warranty performance. Brochures should be provided to substantiate responses in the questionnaire and should not be considered as a substitute.

III. Capability Summary for FOHMLCB The FoHMLCB’s purpose is to provide Army heavy forces with unhindered assured mobility and assault crossing for vehicles with a Military Load Class (MLC) of 120 (Tracked)/150 (Wheeled) normal crossing, and MLC150+ caution crossing.
This Questionnaire is intended to survey the market for an Assault Float bridge, which the FoHMLCB program currently does not have. Assault bridging provides the Joint Force with the ability to negotiate obstacles that hinder its ability to maneuver on the battlefield in stride with the Engineering Companies and Brigade Combat Teams.
• Required Military Specific Design Elements of an Assault Float bridge:
i. Compliance with the Trilateral Design and Test Code for Military Bridging and Gap-Crossing Equipment (TDTC), see Appendix C.
ii. Traditional military modifications such as CARC paint, MIL-STD-209K provisions and operation with Military Petroleum, Oils and Lubricants.
• Desired Bridge Capability:
Capability Minimum Desired Maximum Desired MLC (STANAG 2021) 120T (normal) 150T (normal)
Span 18 meters >18 meters Fatigue Life 3000 MLC 120T Crossings
• Physical Characteristics: Bridge characteristics are constrained by the interface and payload limitations of the legacy prime movers. The development and integration of the High MLC bridges should not degrade the existing system’s mobility, launch capability, payload or transportability.
• Survivability: The FoHMLCB shall be survivable against small arms without degradation of performance.
• Environmental: The FoHMLCB shall be capable of operating in Hot/Basic as defined in AR-38. The FoHMLCB shall be capable of operating with wind speeds up to 50 knots and in all weather conditions as defined in MIL-STD-810 (e.g. rain, snow, salt spray, blowing dust, blowing sand, fog and humidity).
Note: Participants should not assume that the questions below imply a requirement, the questions are asked to better understand commercial capability as outlined in section I.

IV. Proprietary
GENERAL INFORMATION: The U.S. Government appreciates the time and effort taken to respond to this Questionnaire. The U.S. Government acknowledges its obligations under 18 U.S.C. §1905 to protect information qualifying as “confidential” under this statute. (To avoid possible confusion with the meaning of the term “confidential” in the context of Classified Information,” we will use the term “PROPRIETARY.”) Pursuant to this statute, the Government is willing to accept any PROPRIETARY (e.g. trade secret) restrictions placed on qualifying data forwarded in response to the Questionnaire questions and to protect it from unauthorized disclosure subject to the following:
a. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps)
“PROPRIETARY” with an explanatory text so the U.S. Government is clearly notified of the data needing to be appropriately protected.
b. In marking such data, please take care to mark only those portions of the data or materials truly proprietary (over breadth in marking inappropriate data as “PROPRIETARY” may diminish or eliminate the usefulness of your response – see item 6 below). Use circling, underscoring, highlighting or other appropriate means to indicate the portion of a single page to be protected.
c. The U.S. Government is not obligated to protect unmarked data. Additionally, marked data which is already in the public domain or in possession of the U.S. Government or 3rd parties, or is afterward placed into public domain by the owner or another party through no fault of the U.S. Government will not be protected once it is in the public domain. Data which is already in the possession of the U.S. Government will be protected in accordance with the government’s rights in the data.
d. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the U.S. Government, shall contain the “PROPRIETARY” legend, with any explanatory text on both the cover of the transmittal email and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends “PROPRIETARY PORTION BEGINS:” and
“PROPRIETARY PORTION ENDS.”
e. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the U.S. Government shall also reproduce the asserted restriction legend and any explanatory text.
f. The U.S. Government sometimes uses support contractors in evaluating responses.
Consequently, responses which contain proprietary information may receive only limited or no consideration since the respondent’s marking of the data as “PROPRIETARY” will preclude disclosure of same outside the U.S. Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The U.S. Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available.

Palletized Load System (PLS) Trailer:
The M1076 trailer is a 3 axle, wagon style trailer with a 16.5 ton payload capacity equipped with a flatrack that is interchangeable between truck and trailer. The combination of truck and trailer provides the combined payload capacity of 33 tons. The flatracks are lifted on and off the truck and trailer by a hydraulic powered arm mounted on the truck eliminating the need for additional material handling equipment. The controls for the arm are located inside the cab, allowing the operator to load or unload the truck in less than one minute without leaving the cab of the truck.
The trailer can be loaded or unloaded in less than 5 minutes utilizing the remote arm control.
