About this file

This is a Fog Seal Specification document adapted from NCDOT standards for use by Greenville County, South Carolina in its 2026 Pavement Preservation Project. The project involves the application of 110,818 square yards of fog seal as a primary work item, along with 102,615 square yards of asphalt single treatment, pavement patching, and road striping across multiple roads identified in the project schedule. Fog seal shall be delivered pre-mixed with water at a 1:1 ratio and applied at temperatures between 130°F and 160°F, or at 60°F and rising to ensure proper bond to the underlying surface. The application rate is specified at 0.08 gallons per square yard unless otherwise directed by the engineer. Prior to application, the contractor must obtain and furnish a certification of compatibility between the emulsion and proposed aggregate, remove all loose material and debris from the roadway surface, and ensure the pavement surface is completely dry. The application equipment must comply with NCDOT Article 600-5 specifications, and traffic shall be prohibited until the application has fully dried or as otherwise directed by the engineer.

The specification requires that qualified contractors provide all materials and labor necessary to complete the work in accordance with SCDOT specifications. Contractors are responsible for reviewing site conditions prior to submission of their sealed competitive bids. The specification does not address pricing terms, contract duration, or award timelines within the document itself, as these details are contained in the solicitation's special provisions and schedule of values referenced separately in the project documentation.
