- TO Period of Performance (PoP): Base Year 1 Sep 20 - 31 Aug 21; Option Year 1 (OY1) 1 Sep 21 - 31 Aug 22; OY2 1 Sep 22 - 31 Aug 23.
- TO Contractor: Decypher Technologies
- TO Scope: Personal Services providing the following Labor Categories (LCATs) for the SWTW: Primary Care Physicians, Athletic Trainers, Paramedics, and Psychologists. Currently there are 19 Full Time Equivalents (FTEs) across the LCATs.
On May 4, 2021, Air Education and Training Command (AETC) has unexpectedly levied an increase in the Trained Personnel Requirement (TPR) on the SWTW for Fiscal Year 21 (FY21), FY22, and FY23. The increase in TPR begins on 1 Jul 2021 with a course located at JBSA-San Antonio. More courses will be added at the following locations: Kirtland AFB, NM; Naval Station, Panama City, FL; and Pope Army Air Field, NC. With so great an increase in the number of students attending its courses, the SWTW does not have the physicians, athletic trainers, paramedics, and psychologists that are required for those numbers. At the time of this modification and during the base period of the TO, the SWTW requires an immediate increase of four athletic trainers and six paramedics on the contract for a total of 10 FTEs valued at $1,839,844.80 plus Travel valued at $186,000.00. It currently does not have the funding for the known two additional needed psychologists. This immediate addition of FTEs will support the increases of student throughput and courses in the Air Force Spec Ops training pipelines, be able to meet mission growth, and produce the expected number of Spec Ops graduates for FY21.
The SWTW anticipates increased growth annually and requests a 10 FTEs (funded) be added to the base and two OYs, and a Not To Exceed (NTE) surge CLIN for 7 additional FTEs (unfunded) in OY1 and OY2, for a total increase of 17 FTEs upon execution of this mod. This will bring the current TO FTE potential total to 36 (an 89% increase from the original requirement). The surge CLIN will guarantee that the HPSG can support the increase of student population and the increase of SWTW courses in support of all the Air Force Spec Ops training pipelines. This ensures the ability to meet mission growth and produce the expected number of Spec Ops graduates for FY21 through FY23.
The growth of the current TO was not reasonably expected by the Government, but is due to the realignment of the SWTW course map that brought all individual squadron training requirements and required medical coverage unprecedentedly under the purview of the HPSG. This scope increase (due to 90% growth) will prevent a gap in service and critical impact in the SWTW training pipelines and training courses. The Medical Support Services provided by this TO are imperative for patient safety with mandatory medical coverage during each training and high risk events. The services ensure optimal operational medicine and human performance support to combat Spec Ops personnel in training. This modification provides for only an immediate segment of the overall increase which is still being defined by AETC and SWTW. It is anticipated that the course schedule, TPR, and the required FTEs under this TO will be definitized at the time the recompete begins in Oct 22. Due to the realized and anticipated significant growth in this contract value over the current and future performance periods, 338 ESS will begin the recompete in Oct 22 for the Medical Services requirement which will remove/and or overcome any barriers to competition.
(3) Description of the supplies/services required to meet the agency's needs:
The current contract for personal services provides the following LCATs for the SWTW: Primary Care Physicians, Athletic Trainers, Paramedics, and Psychologists. The SWTW requires an increase from 19 FTEs to 36 FTEs to accommodate the increased Spec Ops training courses required to accommodate a significant increase in student throughput. The SWTW training mission requires the following support to be included in this TO modification:
Increase in LCATs FTEs: Athletic Trainers (4 FTEs), and Paramedics (6 FTEs). Total of 10 FTEs. Including Travel to Temporary Duty Locations to accommodate Spec Ops Courses. Value and CLIN structure is as follows:
- Base: 2.5 final months of PoP (15 Jun - 31 Aug 21) Value $170,792.00 Add CLINs 0005AF "Athletic Trainer" and 0005AG "Paramedic" for the 5 LCATs at JBSA.

Grand Total of TO Modification: $3,588,362.60 Current Contract Value: $5,556,732.80 Total Contract Value Post Modification: $9,145,095.40
The SWTW has rigorous training pipelines that must have operational medicine and mandatory high risk event medical coverage. Additional instructors and staff are required to support the course/classes that have already been put on schedule for FY21, FY22, and FY23. This modification increases the required number of FTEs to support the immediate and future effort to meet the increased TPR. The required medical manpower to support the increased student population and additional Spec Ops training course surge at JBSA (Jul-Aug) are required to begin performance NLT 15 Jun for the 1 Jul course offering.
(4) Identification of the exception to fair opportunity and the supporting rationale:
IAW FAR Subpart FAR 16.505(b)(2)(i)(B): "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized." The personal services required under this contract are unique as follows: (1) the PWS requires that the LCATs have specialized certifications in the relevant field
(ex. paramedics must have dive certification); (2) the work schedules must be extremely flexible in order to accommodate the Spec Ops training, requiring work outside of normal duty hours; and (3) the services require the personnel to be mobile and travel to other operating locations to accommodate the Spec Ops training course schedules.
During the 9 months that Decypher has been performing under this contract, they have been able to recruit and retain personnel during the extremely difficult COVID-19 environment. The vast majority of the contracts that Decypher has performed on that are listed in CPARS are rated Very Good and above. No negative records were found in FAPIIS as of 7 Jun 21.
IAW FAR Subpart FAR 16.505(b)(2)(i)(C): "The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order." The Government solicited all SBs under the DHS IDIQ and received 21 proposals. This modification is a logical follow-on action to the original TO that had afforded all SB awardees fair opportunity to be considered for award.
In the interest of economy and efficiency: if the Government does not continue to receive the required services under the current TO, the Government would experience substantial and unacceptable delays in fulfilling the SWTW and HPSG requirements. A re-compete would result in significant Government man-hours to evaluate proposals (21 were received for current TO) and receive the necessary reviews and approvals (i.e. Policy, Legal). Transition to a separate/interim solution would
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 4 of 5April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 4 of 5 take approximately six months to build the requirements package and award a contract. This would result in unnecessary mission degradation for an interim period. Re-procurement costs, at a minimum, are estimated as follows:
Government Personnel Hours Hourly Rate Total Cost Program Manager (Major) 240 $50.20 $12,048.00 Technical Evaluators (GS-13/Maj) 240 $50.20 $12,048.00 Contracting Officer (CO) (GS-13) 240 $50.20 $12,048.00 Contract Specialist (GS-11) 320 $31.01 $9,920.00 Total $46,064.00
The Government does not have the required medical manpower to provide the mandatory medical coverage during training and high risk events. The services ensure optimal operational medicine and human performance support to combat Spec Ops personnel in training. A six month break in service would jeopardize the health and safety of the Spec Ops trainees and require cancellation of multiple courses. This would not produce the required number of Spec Ops personnel and would significantly degrade the Air Force's Special Operations capabilities.
(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:
IAW FAR Subpart 15.404-1(a)(2), price analysis shall be used when certified cost or pricing data are not required. This is a commercial TO. IAW FAR Subpart FAR 15.403-1(b)(3), a commercial contract is exempt from obtaining certified cost or pricing data. However, the CO may request other than certified cost or pricing data from the contractor during the price analysis.
Commercial price lists and salaries are also available online to assist in determining price fair and reasonable.
(6) Other facts supporting the justification:
IAW FAR Subpart 5.201(b)(l)(ii) "Synopsis of Proposed Contract Actions" a synopsis was posted to the Government Point of Entry (GPE) via beta.sam.gov on 1 Jun 21. This synopsis notified vendors that the Government anticipates increasing the current program and contract FTE requirements via a sole source modification to the incumbent Decypher Technologies. The Government received no responses from industry that indicated interest in this requirement. To ensure continuity of critical services in support of the SWTW, it has been determined necessary to incorporate this new work into the Decypher contract with HPSG. At this time, only Decypher can meet the 15 Jun 21 PoP start date without mission impact or failure.
IAW FAR Subpart 16.505(b)(2)(ii)(D)(2), within 14 days after placing an order exceeding the simplified acquisition threshold that does not provide for fair opportunity IAW FAR Subpart16.505(b), the CO shall make this justification publicly available at the
GPE.
(7) Actions the agency may take to remove or overcome any barriers to increasing fair opportunity before any subsequent acquisition for the supplies or services:
Due to the realized and anticipated significant growth in this contract value over the current and future performance periods, 338 ESS will begin the recompete in Oct 22 for the Medical Services requirement which will remove and/or overcome any barriers to competition. The projected recompete schedule is as follow:
Market Research: 7 Oct 22 RAD: 18 Nov 22 Request for Proposal Release: 13 Jan 23 Proposal Receipt: 17 Feb 23 Competitive Range: 14 Apr 23 Contract Award: 30 Jun 23 PoP Start: 1 Sep 23
