FAIR OPPORTUNITY EXCEPTION (FOE) DETERMINATION AND APPROVAL
Contracting Activity: AFPEO/ESC/HIK
490 East Moore Drive
MAFB-Gunter Annex AL 36114
Program Name: Integrated Logistics System – Supply (ILS-S)
Type Program: Other Contracting
Authority: FAR 16.505(b)(2)(i)(B)
J&A: Individual
a. This justification is for an action that will result in a new sole source task order award to the incumbent, NTT Data (Formally known as Keane Federal Systems, Inc), under the Alliant
Government –Wide Acquisition (Alliant GWAC) Indefinite Delivery/Indefinite Quantity
(ID/IQ) Contract vehicle. The sustainment portion of the requirement and the transition effort of ILS-S requirements will be accomplished using a Firm Fixed Price (FFP) contract type. Travel and other direct costs (ODC) are anticipated for this requirement and will be priced as a cost reimbursable contract type. These services described herein shall be performed at the contractor facilities.
b. ESC/HGGG requests approval of a new “Sole Source” task order for a period of 8 months to provide continuation of minimal sustainment and support services and to support transition to a new competed contract award. The justification for this effort is in accordance with
FAR 16.505(b)(2)(i)(B), “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized nature of the work.”
c. The Electronic Systems Center (ESC) / HGGG Integrated Logistics System-Supply (ILS-S)
PMO Branch is responsible for the software development and sustainment services intended to enable continuous, uninterrupted support to over 15,000 worldwide logistics users with enterprise logistics asset query/visibility and asset management capability until the ILS-S system of AISs are fully subsumed by the Expeditionary Combat Support System (ECSS), Release 2 currently planned to occur June 2017. The required services are sustainment of logistics systems and ILS-S and provide technical and management integration support to the various component systems that comprise ILS-S.
d. The competed action (follow-on contract) is scheduled for award in the 2 nd quarter of
FY2013. This task order will allow work to commence for ES-S release v3.5.2 which will implement the following: (1) Business Requisition Reconciliation which moves the requisition reconciliation business rules and data feeds out of Air Force Data Services
(AFDS) and into ES-S, (2) Transportation Account Code (TAC) Table which allow real-time updates to be made to the TAC table without requiring subsequent software releases, and (3) Master Supply Terminal (057) Operation Compliance which makes the master supply terminal (057) operation into the ILS-S enterprise architecture compliant with DoDI
8520.02 Information Assurance Criteria.
e. In October 2011 the Secretary of Defense directed DoD components to incorporate a new requirement to support the department's statement of budgetary resources (SBR) and be ready for an audit no later than 2014. Since ILS-S is a critical financial feeder system with direct input to the SBR, the ILS-S Program Management Office (PMO) is currently in the midst of providing core functional capability to support the Secretary of Defense’s new direction. In addition, ILS-S was identified as one of the systems to receive a General
Accounting Office (GAO) Federal Information System Controls Audit Manual (FISCAM) audit in fiscal year 2013. As such the ILS-S PMO is conducting an internal FISCAM assessment and has already identified FISCAM deficiencies that will render the system non-compliant. It is critical that ILS-S have contractor software sustainment and systems integration support to accomplish this work in addition to sustainment support of fielded
ILS-S software. It is important that the consistency of the program is maintained at this time to prepare for the 2014 audit. A change in contractor support at this critical point will jeopardize ILS-S’ ability to meet and pass the SBR audit date in 2014. If the audit is not passed, the system would be rendered non-compliant with the GAO FISCAM audit. In addition, the likelihood of bringing a new contractor on-board without including a transition period would result in unacceptable delays to the continuity of the systems support.
