About this file

This document is a Request for Information (RFI) issued by the Air National Guard Readiness Center (ANGRC) Detachment 11/Air National Guard (ANG) Air Force Reserve Command (AFRC) Test Center (AATC) Maintenance and Logistics Division, seeking sources and capability information for a Fire/Overheat Detector (FODS) Bleed Loop Tester for the C130J aircraft.

The RFI outlines specific technical requirements for the FODS tester, including the ability to accurately troubleshoot fire protection system faults down to individual elements, provide real-time feedback, and be available within 4-6 months. Key technical specifications include using AC voltage not exceeding 10 volts peak to peak, meeting MIL-STD-810 environmental durability standards, complying with MIL-STD-461G EMI/EMC requirements, self-calibration capabilities, and being easily transportable. The system must be rugged, reliable, and user-friendly for technicians with varying expertise levels, with the ultimate goal of identifying and diagnosing salt degradation within fire loops for multi-mission aircraft maintenance.

Multi-MDS Fire and Overheat Bleed LoopDetection System (FODS) Tester for the C130J This is a Request for Information (RFI) For Operational Test Purposes Only and is Not a Notice of Solicitation Issuance. The Government has an intend to award a contract based on this RFI. This Request FFor Information is for the the Fire/Overheat detectorFire and Overheat Detection System. (FODS). No reimbursement will be made for any cost associated when providing information to this Request for Information (RFI), nor any other subsequent exchanges. Your response will be treated as information only; it shall not be used as a proposal.

This notice is issued for the purpose of identifying sources and information for Fire/Overheat detector (FODS) Bleed Loop TTester for the C130J to meet agency requirement as listed below.

The Air National Guard Readiness Center (ANGRC) Detachment 11/Air National Guard (ANG) Air Force Reserve Command (AFRC) Test Center (AATC) Maintenance and Logistics Division is seeking potential sources and capability information for Fire/Overheat detector (FODS ) Bleed Loop TTester for Air National Guard Multi-MDS aircraft.the C130J for Air National Guard for use on multiple aircraft types.

Specifically, AATC is seeking information and sources for a Fire/Overheat detector (FODS) Bleed Loop Tester FODS Tester for the C130J with the following capabilities and features:

1. Able to accurately troubleshoot open and short fault indications for Fire Protection Systems (utilizing eutectic salt packing material inside fire loops) down to individual element or within six inches of fault.

2. System must provide real time feedback on fault indication status to allow troubleshooting procedures to take place

3. Must have a full production representative tester available within the next 4 to 6 months.

4. Tester must utilize AC voltage not to exceed 10 volts peak to peak between 100Hz and 5kHz to avoid damaging fire loops.

5. Have source data or instructions providing maintainers step by step procedures on how to use the tester.

6. The system should be intuitive and usable by a skilled apprentice technician.er friendly for technicians with varying levels of expertise.

7. The equipment must be rugged and reliable enough to withstand harsh environments such as excessive heat or cold, rain, sand and dust exposure as per and frequent use, MIL-STD-810 requirements. .Comment by BROWN, SHELDON S CIV USAF ANG AATC/LG: What specific parts of 810? Sand and dust, water intrusion, hot and cold, explosive atmosphere etc
8. The equipment should be able to meet MIL-STD-461G EMI/EMC requirements. Specifically, RE102 and RS103 standards.Comment by BROWN, SHELDON S CIV USAF ANG AATC/LG: Why, its used outside the cockpit isnt it?

9. The equipment shall be able to self-calibrate.

10. Equipment should be easily transportable and be useable in various maintenance settings.

11. System must haves the ability to identify salt degradation within the fire loops. Comment by BROWN, SHELDON S CIV USAF ANG AATC/LG: There is more at the end of this. Get with John for the one he just recently did.
