About this file
This is Amendment 004 to a Request for Information (RFI) for Financial Management Software and Support Services issued by FirstNet Authority under Notice Number FNA-OCPO-64962. The document provides responses to seven vendor questions (Questions 63-69) regarding the procurement of financial management software and support services classified under NAICS 541519 (Other Computer Related Services; Information Technology Value Added Resellers).
The amendment addresses key technical and implementation requirements for prospective respondents. Question 63 clarifies platform flexibility, referencing prior amendment responses regarding OneStream environment enhancements and alternative unified platforms with supported governance components. Question 64 permits clearly bounded responses from specialist small businesses with identified dependencies and capability limitations, with team examples attributed to specific performing entities. Question 65 establishes that proposed solutions must achieve FedRAMP-Moderate approval at the time of quotation or proposal submission, with no separate nonproduction phase authorization accepted. Question 66 expects respondents to have Systems Integration implementation experience and provide advisory and executable actions grounded in generally accepted accounting and IT best practices. Question 67 similarly requires Government accounting, TBM integration, and Security/Operations & Maintenance implementation experience for scenario-based acceptance testing. Question 68 specifies current system interfaces involving daily refresh rates across BAS, PRISM, Oracle EBS, SharePoint, and HR/payroll sources, with the largest transaction file currently 3-5MB, using Azure Blob storage for data transfer from BAS (EDW) to OneStream. Question 69 references Amendment 003 Response 12 regarding twenty-user pricing with no incremental license additions, directing respondents to the RFI for response instructions.

The purpose of this amendment is to provide responses to questions posed by prospective vendors. All other terms and conditions remain unchanged.
Question 63: Should respondents assume enhancement of the existing OneStream environment, including the named SensibleAI and Genesis capabilities, or may they propose an alternative unified platform? Within the preferred approach, would the Authority consider supported, separately identifiable governance components that integrate with the platform while retaining a single prime accountable for end-to-end delivery?
Response 63: Reference Amendment 003 Response 11, 19, and 22
Question 64: Will the Authority accept a clearly bounded response from a specialist small business that identifies its proposed contribution, dependencies and capability limitations rather than representing full-platform capability? For a team response, may the three similar Federal contract examples be supplied by identified proposed team members, with each performing entity and delivered scope clearly attributed?
Response 64: Reference Amendment 003 Response 20.
Question 65: For supported extensions, AI models and connected services, what existing authorization boundary and agency integration constraints should respondents assume? Please clarify the milestone at which FedRAMP Moderate authorization and agency RMF/ATO requirements must be satisfied, including whether a separately approved nonproduction phase using synthetic data may precede production authorization. This would help respondents provide realistic authorization timelines and avoid assuming that an underlying cloud service's authorization covers an application or extension.
Response 65: Should a solicitation be released, proposed solutions in response to such solicitation must be FedRAMP-Moderate approved at time of quotation/proposal submission.
Question 66: Which AI-enabled actions should remain advisory, and which may execute after approval? In particular, should proposed approaches enforce preparer/reviewer separation and an explicit authorized approval before posting an adjusting journal entry, assigning a contract number or writing an approved budget scenario? Please identify any required treatment when source data or governing rules change after approval but before execution.
Response 66: Expectation is that respondents have SI implementation experience and will provide/implement recommended advisory and executable SI actions grounded by referenced generally accepted accounting and IT best practices.
Question 67: Would the Authority consider scenario-based acceptance testing that demonstrates both permitted actions and prevention or escalation of unauthorized, duplicate, stale-data and

Response 67: Expectation is that respondents have Government accounting and TBM integration & Security/Operations & Maintenance implementation experience and will provide/implement recommended advisory and executable testing actions grounded by referenced generally accepted accounting and IT best practices.
Question 68: Can the Authority provide the supported interface methods, expected read/write permissions, approximate transaction volumes and refresh frequencies for BAS, PRISM, Oracle EBS, SharePoint and relevant HR/payroll sources? Please also identify incumbent configuration and interface documentation expected to be available at transition, and which integration endpoints are Government-furnished. Summary information sufficient for market-research estimates would be helpful; sensitive technical details are not requested.
Response 68: Current refresh rates are daily for all systems with the largest transaction file being 3-5MB currently. The current interface involves a daily report sent to Azure Blob from BAS (EDW) that is picked up by OneStream and loaded.
Question 69: We acknowledge the amended twenty-user pricing basis. What role/license mix should be assumed within those twenty users, and should estimates cover incremental additions to existing OneStream licenses or a complete license subscription?
Which workstreams are expected at initial operational acceptance, and may respondents present a phased implementation with separately priced milestones for the remaining scope?
Response 69: Reference Amendment 003 Response 12. There should be no incremental additions. Please reference RFI for response instructions.
