About this file

This document is an Amendment to a Sources Sought Notice (FNA-CPO-0001) for Crowdsourced Data and Analytics, extending the response date from April 23, 2025 to April 28, 2025. The notice seeks information from potential contractors about their capabilities in collecting and analyzing crowdsourced mobile network data, with the incumbent being Comniscient Technologies LLC (contract number 1333P220C00000005). Key technical requirements include providing electronic access to 18 months of raw data, near real-time post-processing of device-based data, geographically binned data storage for one year, and passive data collection across all 56 U.S. states and territories.

The amendment includes 14 questions and responses covering details such as user privacy standards, data collection methods, performance metrics, and platform capabilities. FirstNet Authority is particularly interested in contractors' ability to ingest carrier coverage maps, process Wi-Fi and cellular technologies, and potentially incorporate AI and analytics capabilities. The notice emphasizes that this is a market research effort to determine the appropriate acquisition approach, with potential for future procurement, and encourages respondents to detail their technical capabilities in areas like data access, performance quality, and emerging technologies.

Notice Number: FNA-CPO-0001 Title: Crowdsourced Data and Analytics Sources Sought Notice Amendment 001

1 | P a g e

The purpose of this amendment is to extend the Sources Sought Notice response date and provide responses to questions posed during the inquiry period. The response date is hereby changed from April 23, 2025 5:00 p.m. ET to April 28, 2025 5:00 p.m. ET. The following questions and responses are hereby provided –

Question 1: Is this a new or follow-on effort? If so, can you provide the Contractor’s name and contract number?

Response to Question 1: This is a follow-on effort. The incumbent’s name is Comniscient Technologies LLC; contract number 1333P220C00000005.

Question 2: How does FirstNet perform crowdsourced data collection currently?

Response to Question 2: The data is provided/accessed via the contract described in the answer to Question 1.

Question 3: Through what technological medium is the opt-in, partially opt-in, or opt-out of sharing data conducted today?

Response to Question 3: The user decision is made via the application(s) on the mobile device, typically via the application terms and conditions.

Question 4: In the Data Breadth and Scope section: "The Contractor shall describe the number of devices presently providing data and the geographic scope of data collection across all 56 states and territories" / Related to section 1E -- are you requesting a breakdown by state and territories in addition to the overall number?

Response to Question 4: The response can be either an individual or aggregate response for all 56 states and territories. The FirstNet Authority may seek individual state and territory data as part of future procurement efforts.

Question 5: In the User Privacy section: "The Contractor’s data collection/data acquisition process shall comply with state and federal user privacy and security standards, regulations, and directives." / Please clarify if there are specific regulations and directives you would like us to address (like United States DOJ regulation 28 CFR Part 202)

Response to Question 5: Respondents are encouraged to outline the specific federal user privacy and security standards, regulations, and directives presently supported by their product/solution.

Question 6: "Can your platform ingest and integrate the most current carrier coverage maps as published on the FCC website (including Form 477 and Broadband Data Collection maps)? If so, how is this handled and how frequently are these maps refreshed? " It is our understanding that form 477 is no longer updated. Are you referring to marketed mobile coverage data from the mobile providers themselves?

Response to Question 6: The FCC National Broadband Maps data may be found here: Data Download | FCC National Broadband Map. The FirstNet Authority presently uses the mobile “4G LTE” datasets.

Question 7: "The Contractor shall provide electronic access to at least 18 months of raw data via an on-line SQL interface." In section 3-c , you mentioned "Does your platform enable access to the raw underlying dataset? If so, how is this data accessed (e.g., API, direct download, data lake connection)?" Will API based solutions fulfill both requirements?

Response to Question 7: The FirstNet Authority prefers SQL access but will review and consider API-based solutions.

Question 8: "The Contractor’s platform shall provide near real-time post-processing and analysis of device-based data, refreshed at least daily." Would access to previous day data (within 24 hours) qualify as near real time for this RFI?

Response to Question 8: Yes.

Question 9: "The Contractor’s platform shall store and provide access to geographically binned data for a minimum of one year on a rolling basis." Does this requirement apply to all 50 states and Territories? Could you clarify which KPIs and what bin size is required for the stored maps.

Response to Question 9: All performance-based KPIs (e.g., RSRP, RSRQ, throughput, latency) should be accessible in all 56 states and territories. Bin size can be customized to enable visualization and reporting at different resolutions including, but not limited to, ~100m, ~1km, and ~5km.

Question 10: In the Access Portal/Reporting Platform section: "The Contractor’s data shall be capable of producing accurate, precise, reliable, repeatable, and industry-standard service performance quality results: Could you provide some examples of such performance results?

Response to Question 10:

Question 11: "On-Going Breadth and Quality of Data" Please clarify Wifi requirements as Wifi, especially Wifi coverage.

Response to Question 11: The FirstNet Authority does not fully understand the question posed.

The data collected should enable the processing of Wi-Fi vs. cellular technologies based on the then-current device state.

Question 12: Regarding Data performance, both user initiated and non-user initiated approaches are available. Can you confirm whether we should offer both as part of our response?

Response to Question 12: Respondents may discuss their capabilities for both user initiated and non-user initiated data collection approaches, however passive data collection will remain a requirement.

Question 13: As the 'AI and Analytics section' is not populated, should we expect this to contain requirements at a later date or would you like us to detail our capabilities in this space?

Response to Question 13: Yes, the FirstNet Authority may add future AI requirements based on SSN responses and subsequent market research. Respondents are encouraged to detail their capabilities in this space.

Question 14: Is FirstNet open to a meeting with our organization to review our broader capabilities and solutions?

Response to Question 14: Yes, this may be considered as FirstNet continues to conduct its market research. Additionally, please refer to: Doing Business with Us | First Responder Network Authority.
