A: Pricing Speadsheet will be attached to solicitation FN1486-19 on www.beta.SAM.gov as “Pricing Spreadsheet. Bifma Level 3 is UNICORs conformance standard; however, UNICOR does not require material suppliers to be Level Certified.

Q: What is the “Target Value of 1,100,000.00 referencing, dollars or square feet?

Q: Is subcontracting plan required for solicitation FN1486-19?

A: A subcontracting plan is not required for small businesses. This is only a requirement for large businesses.

Q: Does UNICOR intend on buying less than a single hide?

A: UNICOR does not intend to procure less than one (1) hide.

Q: How do proposals need to be submitted for review?

A: Written proposals may be submitted by fax # 352-330-8265, or be shipped to:

Q: Page 25 of 33 Place of Manufacturer – K.3 2.225-18 Place of MFG. b) 1) – In the United States (check this box if the total anticipated price of the offered end products manufactured in the United States exceeds the total anticipated price of offered end products Manufactured outside the United State Is UNICOR FPI asking if a product for possible supply to UNICOR might be less costly if purchased OUTSIDE the United States?

A: Current Pricing is provided.

Attachment A cont'd.

Q: May sample submissions that are larger than the 6”x6” be considered acceptable?

A: All samples shall be submitted in the size requested in the solicitation.

Q: Consignment Inventory Plan. It is our opinion that a plan of such would not be in the best interest(s) of a vendor or FPI, due to potential insurability, theft, loss, damage… Also it seems unfair to a supplier to place inventory on consignment and not be able to recoup the entirety of their investment- coming up with an agreeable settlement is typically unheard of.

A: UNICOR as a federal agency is a self surety. Consignment is normally invoked when vendors have on-time delivery issues. All offerors shall provide a consignment inventory plan with written proposal or your offer may be considered non responsive. FPI and the contractor(s) will review consignment levels and decide on any adjustments that need to be made.

If consignment is invoked, the offeror may request in writing that the consignment inventory be discontinued if vendor performance improves. The below listed statement will stand as written: UNICOR is not obligated to purchase leather in the consignment program if not consumed however, at the end of the contract period, UNICOR and the contractor may mutually agree upon a fair settlement of unused inventory.

Q: Page 9 of 33, # 9, C) Flammability – ASTM E84 is a vertical burn test typically used on systems furniture. Is it the intention of UNICOR to use leather in a vertical application, on systems furniture or hang it on a wall?

A: It is not UNICOR’s intention to use leather on systems furniture.

Q: Page 9 of 33, # 9, C) Flammability – Reference to CAL Technical Bulletin 133 – California Technical Bulletin 133 is a “composite test” for a fully upholstered piece of furniture. To our knowledge there is no possible way to declare that any leather would pass this test, because “the leather itself only comprises a singular component” of the overall chair. This test encompasses all parts of said furniture being tested:

casters, base, cylinder, foam, arms, seat pan, chair back, headrest, if applicable, etc. Therefore, UNICOR cannot ask or require any leather or fabric of any type to pass CAL TECH BULLETIN #133 on its own merits.

A: Flammability is removed from the solicitation in its entirety.

Q: Page 10 of 33, Section C – Refers to offering proposed by each vendor shall consist of at a minimum 10 leathers. Is it the intention of UNICOR FPI to receive 10 different leather grades, qualities, emboss/grain patterns or does this refer to the number of colors?

A: The leather proposed must offer 10 colorways with the same embossed pattern.

Q: Page 11 of 33 – 5,000 sample cards are required each year of the award. Therefore 25,000 sample cards over the life of the bid. This seems quite costly if you figure a leather sample card A: The request for 25,000 samples cards is hereby changed to 1,500 sample cards per year.

Q: The below paragraph is being changed from: The offering proposed by each vendor shall consist of at a minimum 10 leathers. Offering must complement the selections of the existing leather program used today by UNICOR. Presently UNICOR purchases VOLO, Alaska and Verona Leather. The leather proposed for this program shall focus on office seating. The upholstery leather offering must work with traditional, contemporary and transitional styles of furnishings. This program is envisioned to have one price structure.
