About this file

This is a Justification for Other Than Full and Open Competition document submitted by the Defense Logistics Agency (DLA) Troop Support, Clothing and Textiles Supply Chain for General Purpose and Flight Deck Black Safety Boots. The justification authorizes non-competitive procurement under 10 U.S.C. § 3204(a)(3) and FAR 6.103-3(b)(1) for industrial mobilization purposes.

DLA seeks to procure General Purpose and Flight Deck Black Safety Boots (NSNs 8430-01-697-2905 and 8435-01-694-3885) exclusively from two manufacturers: Belleville Shoe Manufacturing Company (CAGE 90976) and McRae Industries, Inc. (CAGE 3A059). The estimated maximum total dollar value is $8,560,134.00. These boots are Navy-certified critical equipment designated for ashore, shipboard, and flight deck operations, featuring specialized components including Vibram Corporation outsoles, steel toe design, Foreign Object Debris (FOD) resistant soles, and full grain cattlehide leather construction. The justification emphasizes that both manufacturers and their component suppliers face supply chain vulnerabilities; if production lines cease due to lack of continuous orders, significant lead time extensions and potential workforce losses would result. Current contracts SPE1C1-22-D-1532 (McRae) and SPE1C1-22-D-1541 (Belleville) have ended. This non-competitive action maintains production capability for these sole known manufacturers until a competitive long-term acquisition solicitation is issued in April 2026, with award expected December 2026. The contracting officer certified the justification on February 27, 2026, approved by the DLA Troop Support Competition Advocate on March 4, 2026.

CONTROLLED UNCLASSIFIED INFORMATION (CUI)

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

Under Authority of 10 U.S.C. § 3204(a)(3)

Boots, Safety, General Purpose and Flight Deck

1. Defense Logistics Agency (DLA) Troop Support, Clothing and Textiles (C&T) Supply Chain, is the contracting activity.

2. The action being approved is the ability to solicit for General Purpose and Flight Deck Black Safety Boots on an Other than Full and Open Competition basis.

3. Following are the supplies required to meet DLA’s needs:

Item: General Purpose and Flight Deck Black Safety Boots National Stock Numbers (NSNs): 8430-01-697-2905 and 8435-01-694-3885 / PGCs: 04018 and 04019 Manufacturer: Belleville Shoe Manufacturing Company (CAGE: 90976) and McRae

Industries, Inc. (CAGE: 3A059) Quantity:

Estimated Unit Price: $ Number of Options: N/A Estimated Maximum Total Dollar Value: $8,560,134.00

4. The applicable statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(3), as implemented by Class Deviation 2026-O0017 Revision 1- Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 6, Defense FAR Supplement (DFARS) Part 206, and Revolutionary FAR Overhaul Part 6.103-3 , Industrial mobilization;

engineering, development, or research capabilities; or expert services.

5. The use of this authority is necessary to maintain the availability of the boots, and key boot components, for future requirements for the military services, as allowed by FAR 6.103-3(b)(1), which authorizes maintaining a facility, manufacturer, or supplier available for furnishing supplies in case of a national emergency or to achieve industrial mobilization.

This action is required to keep production lines operational for the only known manufacturers of these boots, Belleville Shoe Manufacturing Company and McRae Industries, Inc., as well as production lines of their boot component manufacturers. The General Purpose and Flight Deck Safety Boots are considered critical equipment for Warfighters and are essential for deployment.

The boots are certified general-purpose safety and flight deck boots for the U.S. Navy and are used in various environments, including ashore, shipboard, and on flight decks. The boots’ designation for flight deck use is particularly important due to their specialized features that are critical for that environment. These include the steel toe design for impact and compression, the resistant outsole that keeps the sole together and avoids picking up debris to prevent damage to aircraft engines, the durable construction that includes full grain cattlehide leather, and increased comfort, in comparison to other boots, for long periods of wear.
