About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for a mobile wellness application. The FLHSMV seeks to continue a two-year subscription and service agreement for the maintenance and customization of a mobile wellness application branded for the Florida Highway Patrol. The application provides behavioral health tools and resources across more than 40 wellness modules covering topics including stress management, mental health support, substance abuse prevention, suicide prevention, trauma recovery, peer support, and law enforcement-specific wellness content. The last day for receipt of information regarding this single source purchase is December 31, 2025, with the posting date of December 9, 2025. The contract term is two years, with no renewal options mentioned in the document.

The estimated dollar amount for this single source purchase is $180,000.00. The intended single source vendor is Lexipol, LLC, located at 2611 Internet Blvd., Suite 120, Frisco, Texas 75034. The FLHSMV justifies the single source acquisition on the grounds that Lexipol is the only company nationwide providing customized mobile wellness applications for law enforcement agencies designed by an experienced police psychologist, with intellectual property protected by trademark, patent, and copyright laws. Specifically, Lexipol offers unique features including CrisisAlert technology portal access and a Law Enforcement Wellness Toolkit with specialized content. The procurement contact is Bradley Sloan at 850-617-3176 or BradleySloan@flhsmv.gov. The document was approved by Major David Todd Carter of the Florida Highway Patrol and Stephanie Sanford, Procurement Administrator of the Bureau of Purchasing and Contracts.
