About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV). The agency intends to procure the Electronic Verification of Vital Events (EVVE) system, a secure, real-time platform that enables authorized government agencies to verify birth certificate information directly with official state, territorial, and jurisdictional vital records databases. This procurement is required to comply with the REAL ID Act of 2005, specifically 37.13(b), which mandates that states verify birth certificates presented during driver license and identification card applications. The contract is being offered as a single source acquisition with the National Association for Public Health Statistics and Information Systems (NAPHSIS), the sole owner and operator of the EVVE system. The requested term is five years. The posting date was November 24, 2025, with a deadline for receipt of information on December 18, 2025. Prospective vendors are invited to submit information regarding their ability to supply the described service, though the agency has already determined that NAPHSIS is the sole provider capable of meeting requirements. The primary contact is Joley Owens at (850) 617-3198 or JoleyOwens@flhsmv.gov.

The estimated total dollar amount for the five-year contract is $4,566,000.00, representing an annual cost of $913,200.00. NAPHSIS is the exclusive provider of the EVVE software and maintains no reseller agreements. While alternative sources such as state vital records offices and authorized third-party services like Vitalchek exist, these alternatives do not support the real-time verification capability required for the driver license application process. The single source justification is based on NAPHSIS's role as the national nonprofit organization representing vital records and public health statistics offices across all 50 states, five territories, New York City, and the District of Columbia. The procurement was approved by Terry Stepp, Deputy Director of Customer Service Delivery, and Stephanie Sanford, Procurement Administrator of the Bureau of Purchasing and Contracts.
