About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), involving the American Association of Motor Vehicle Administrators (AAMVA) for the National Motor Vehicle Title Information System (NMVTIS). The document outlines a two-year contract from 10/1/25 to 09/30/27, with an estimated dollar amount of $1,570,126.46 for software to verify information on state-issued titles and motor vehicles. The solicitation was posted on October 2, 2025, with the last day for receipt of information set for October 23, 2025.
The single source justification is based on AAMVA being the only authorized vendor to access NMVTIS, which provides a critical mechanism for instantly checking all state vehicle title record systems. The system's purpose is to prevent stolen vehicle interstate commerce, protect states and consumers from fraud, reduce vehicle use for criminal enterprises, and provide consumer protection from unsafe vehicles. Through AAMVAnet™, the Department will access verification of title information, including brands applied to vehicles and whether a vehicle has been stolen prior to title issuance. Florida is one of 34 states actively involved with NMVTIS, and the contract will provide access to a secure communication link among state motor vehicle titling agencies, other states' title records, and insurance, junk, and salvage information.
