About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for AAMVA State-to-State Verification Services. The FLHSMV intends to procure online database information retrieval services that provide electronic access to state motor vehicle databases through the American Association of Motor Vehicle Administrators (AAMVA) network. The State-to-State (S2S) Verification Service enables Florida to electronically communicate with other participating states to verify whether applicants for driver licenses or identification cards hold valid credentials in other states, supporting compliance with the federal REAL ID Act and the "one driver, one license" requirement. The contract term is three years, commencing October 1, 2026 and ending September 30, 2029. The notice was posted on July 30, 2026, with a deadline for receipt of vendor information on August 19, 2026. The contact person for this procurement is Katie Downey at the FLHSMV Records Bureau, located at 2900 Apalachee Parkway, Tallahassee, Florida 32399.

The estimated dollar amount for this single source purchase is up to $3,000,000.00 for the three-year contract period. AAMVA, located at 4250 Fairfax Drive, Suite 1000, Arlington, Virginia 22203, is designated as the sole intended source based on its exclusive maintenance and operation of the S2S system and the absence of known authorized resellers or comparable alternative products. The FLHSMV determined that no competition exists for this service, as AAMVA uniquely provides the necessary infrastructure and functionality required, including the Driver History Record (DHR) feature that supports real-time exchange of driver record information. The procurement was approved by Henry Rivera, Chief of the Bureau of Records, and Stephanie Sanford, Procurement Administrator of the Bureau of Purchasing and Contracts.

The State-to-State (S2S) Verification Service is a data communication network provided by the American Association of Motor Vehicle Administrators (AAMVA) that allows for a state to electronically check with all other participating states to determine if a person holds a credential

PUR 7776 (Revised 07/2022) Page 2 of 2 Incorporated by Reference: Rule 60A-1.045, F.A.C.

(driver license or identification card) in another state. Florida is one of forty-six (46) states actively utilizing this service.

The purpose of State-to-State (S2S) is to:

a. Limit a person to one driver license (DL)

b. Enables a state to send a request to another state or surrender or invalidate a DL or ID

c. Limits a person to one REAL ID credential (either a DL or an ID) by enabling a state to determine whether a person holds a REAL ID credential in another state as required by the federal REAL ID Act (Title II, Sec. 202).

The Department will access S2S through the State Pointer Exchange Services, a platform by AAMVA that allows states to securely share driver’s license data. S2S Verification Services offers an additional feature, the Driver History Record (DHR) functionality which supports the real-time exchange of information that supports the one drive, one history record which will ensure Florida's driver records are complete and accurate.

Intended Single Source:

American Association of Motor Vehicle Administration (AAMVA) 4250 Fairfax Drive, Suite 1000 Arlington, VA 22203

Estimated Dollar Amount:

Up to $3,000,000.00

Justification for single source acquisition (what is necessary and unique about the product, service, or source; steps taken to confirm unavailability of competition, as appropriate):

AAMVA maintains the S2S system, which enables communication via the AAMVA Central Site, as well as direct communications from 'state to state'. Utilizing the S2S system will provide the department with a reliable method to ensure a person applying for an original driver license or identification card in Florida does not also hold a valid driver license or identification card in other states (one driver-one license), as required by the REAL ID Act.

There are no known authorized resellers or companies that can provide this or a comparable product or support services.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Henry Rivera, Chief, Bureau of Records Stephanie Sanford, Procurement Administrator, Bureau of Purchasing and Contracts
