About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for the American Association of Motor Vehicle Administrators (AAMVA) National Motor Vehicle Title Information System (NMVTIS). FLHSMV seeks to acquire software to verify information on state-issued titles and motor vehicles. The contract term is one year from October 1, 2024 to September 30, 2025. FLHSMV is the sole requester, and the intended single source is AAMVA. The estimated dollar amount for this contract is $780,000.00.
FLHSMV is required by federal law to utilize NMVTIS, which is operated by AAMVA, to verify vehicle title information and prevent fraud prior to issuing titles. NMVTIS is the only vendor authorized to provide this service. Interested parties are requested to provide information regarding their ability to supply the required commodities or services, but FLHSMV has determined that AAMVA is the sole source for this requirement.

d. provide consumer protection from unsafe vehicles.

The Anti Car Theft Act of 1992 (Public Law 102-519) and Anti Car Theft Improvements Act of 1996 (Public Law 104-152) requires the establishment of a “National Motor Vehicle Title Information System” (NMVTIS) that is intended to enable states and others to access automobile titling information. States are required by 49 U.S.C. s. 30503(a) to make titling information they maintain available for use in NMVTIS and to perform an “instant” vehicle title check before issuing a title on a vehicle coming into Florida.
NMVTIS provides the Florida Department of Highway Safety and Motor Vehicles (Department) the mechanism to instantly check all state vehicle title record systems to verify the accuracy and legitimacy of title information and is the only vendor authorized to do so.
