About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for the Florida Highway Patrol (FHP). The procurement seeks to purchase ammunition from a single source, specifically Sinterfire, Speer, and Federal ammunition for active duty and training purposes. The document details seven specific ammunition types and quantities for Fiscal Year 25/26, including various 9mm, .223 Rem, and .308 Winchester rounds, totaling approximately 2,435 cases. The solicitation was posted on June 30, 2025, with a response deadline of July 22, 2025, and will remain posted for at least 15 business days.

The intended single source vendor is Florida Bullet, Inc. from Oldsmar, FL, with an estimated procurement value of up to $850,000. The justification for the single-source acquisition emphasizes the unique ballistic characteristics of these ammunition brands, including less fragmentation, high weight retention, superior penetration through auto metal and glass, and optimal bullet expansion when fired through heavy clothing. Florida Bullet, Inc. is noted as the only factory-authorized Law Enforcement Distributor of Sinterfire, Speer, and Federal ammunition in Florida. The procurement has been approved by key personnel from the Florida Highway Patrol and the Bureau of Purchasing and Contracts.

Up to $850,000

Justification for single source acquisition (what is necessary and unique about the product, service, or source; steps taken to confirm unavailability of competition, as appropriate):

The Department has determined that Sinterfire, Speer and Federal ammunition, as tested by the agency, are the best suited for the protection of FHP troopers. These bullets have the capability of less fragmentation, have a high weight retention ratio and penetration when fired through auto metal, and have less bullet deformity when fired through auto glass, which comprises a large portion of FHP encounters when firearms are used. When fired through heavy clothing the bullet has perfect expansion and does not over-penetrate. The Federal ammunition has the same ballistic coefficient as the Speer. This allows the training ammunition (Federal) to have the same point of impact as the duty ammunition (Speer). In addition, during training this ammunition reduces safety or liability concerns for FHP recruits, and otherwise meets all of FHP’s needs.

Florida Bullet, Inc. is the only factory authorized Law Enforcement Distributor of SinterFire, Speer and Federal ammunition in the state of Florida.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
