About this file
This document is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for access to the American Association of Motor Vehicle Administrators (AAMVA) Verification of Lawful Status (VLS) System. The VLS system provides an interface to the United States Citizenship and Immigration Services (USCIS) Systematic Alien Verification for Entitlements (SAVE) program, which allows FLHSMV to verify the lawful status of driver's license and ID card applicants as required for REAL ID-compliant credentials. FLHSMV intends to acquire this service on a single-source basis from AAMVA for a three-year term from October 1, 2024, to September 30, 2027.
The estimated dollar amount for this contract is $1,500,000. AAMVA is the only authorized network provider of the VLS system, which is necessary for FLHSMV to comply with REAL ID verification requirements. The procurement has been justified as a single-source acquisition due to the unique and essential nature of the VLS service provided by AAMVA.

licensing bureaus in verifying an applicant’s immigration status, thereby allowing the agencies or bureaus to ensure that only eligible applicants receive public benefits. These benefits are to include driver licenses, permits and identification cards (ID).
AAMVA's Verification of Lawful Status (VLS) System is designed to be integrated into the FLHSMV’s driver licensing and ID card issuing systems and provides an interface to the SAVE system for the purpose of verifying lawful status of driver license and ID card applicants. Legacy AAMVAnet Message Interchange Envelope (AMIE) messages or a web service interface can be used for integration as both options allow the VLS requests and responses to operate in real time.
Fraudulent and altered immigration documents may be presented to FLHSMV, as proof of identity and proof of lawful status in the U.S. The VLS allows FLHSMV to verify that the document matches the electronic record of the document held by the Department of Homeland Security (DHS) in the SAVE program. Real ID-compliant driver licenses and ID cards can only be issued after FLHSMV has verified the lawful status of the applicant. The VLS provides a means for FLHSMV to comply with this verification requirement.

Justification for single source acquisition (what is necessary and unique about the product, service, or source; steps taken to confirm unavailability of competition, as appropriate):
The VLS application offered from the American Association of Motor Vehicle Administrators (AAMVA) links FLHSMV in real time to the USCIS operated SAVE program to verify documents held by the DHS that are essential to the Department’s mission. The VLS is needed by FLHSMV in order to comply with REAL-ID verification requirements. The AAMVA is the only authorized network provider of the VLS.
