About this file
This document is an Addendum to a Request for Proposals (RFP) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for the purchase of one (1) model year 2005 or newer Cessna T206H fixed-wing aircraft. The Addendum includes revisions to the Scope of Work, responding to various questions from a vendor. Key changes include revising the required engine horsepower from 350 to 310, allowing a King KAP 140 Two-Axis Autopilot, and clarifying that factory standard seating is acceptable. The Addendum also includes the updated Respondent Qualification Questions form, Attachment H, which respondents must complete and submit with their proposals.
Regarding pricing, the RFP does not appear to have set-aside requirements or funding sources specified. Respondents must submit a signed Price Sheet, Attachment E, with their original proposal. The contract term and any renewal options are not provided in the Addendum, but would likely be detailed in the original RFP document.

Questions and Answers
Note: All written questions are reproduced in the same format as submitted by the Vendor.
Question(s) received on 10/11/2023 from Berry Aviation
1.
Question:
SOW Section 3.C.2. specifies “less than 1,500 engine operating hours.” Will FLHSMV clarify if time since overhaul is acceptable to meet this requirement?
Answer: The Department will accept the time since major overhaul.
2.
Question:
SOW Section 3.C.3 specifies “takeoff power of at least 350 shaft horsepower,” however a Cessna 206 engine is typically rated around approximately 310 horsepower when equipped with a standard Lycoming engine. Whereas a Cessna 208 Caravan is typically equipped with a 650-shaft horsepower engine. Will FLHSMV consider reviewing this requirement to ensure it was not borrowed from a solicitation for a different aircraft type, such as a Cessna Caravan, and clarify the shaft horsepower?
Answer:
The Department has revised the language, please see Item No. 2 above.
The correct and required horsepower (HP) is 310HP for a Cessna 206 model sought by the Department.
3.
Question:
SOW Section 3.C.4 specifies a “300-amp starter/generator”, which is typically found on Cessna 206. However, a 300-amp starter/generator is common on a Cessna 208 Caravan. Will FLHSMV consider reviewing this requirement to ensure it was not borrowed from a solicitation for a different aircraft type and clarify if a 300-amp starter/generator is required for this particular Cessna 206 solicitation?
Answer: No, the 300-amp starter/generator is not required, and the Department has revised the language, please see Item No. 2 above.
4.
Question:
SOW Section 3.C.6. specifies "Propellers-less than 1,500 hours." Will FLHSMV consider revising this requirement to include propellors with less than 1,700 hours?
Answer: Yes, the Department has revised the language, please see Item No. 2 above.
5. Question:
SOW Section 3.D.3. specifies "King KFC Autopilot," but does not specify a model number. Will FLHSMV consider use of a King KAP 140 Two-Axis Autopilot, which is common equipment found in many Cessna 206 aircraft of the age specified as acceptable in the solicitation? Retrofitting a Cessna
FLHSMV-RFP-037-24 Page 3 of 3
206 with a newer autopilot can add significant expense to the aircraft cost making the cost of the aircraft exceed the ceiling stated in the solicitation.
Answer: Yes, the King KAP 140 Two-Axis Autopilot is acceptable.
6.
Question:
SOW Section 3.E.5. specifies "Standard seating to accommodate law enforcement mission console." Will FLHSMV clarify if it intends for this to specify Cessna 206 factory standard seating or something that would be considered specialty seating for airborne law enforcement mission aircraft?
If specialty seating, can FLHSMV please provide a specific type of mission seat?
Answer: Factory standard seating is acceptable to the Department.
7.
Question:
SOW Section 3.F.2. specifies “painted registration numbers.” Does FLHSMV intend to change the registration number of the aircraft or keep it as is from the previous registration holder?
Answer: The Department has not made a decision on changing the registration number at this time.
8.
Question:
SOW Section 3.F.2. specifies "painted registration numbers." If a proposed aircraft currently has vinyl decal for registration numbers, will the submission be disqualified entirely or just points deducted in the evaluation phase?
Answer:
No, this will not result in disqualification. The Department will evaluate based on exterior specifications for each aircraft as outlined in Attachment I, Section 2.0, Evaluation Criteria, of the RFP.
9.
Question:
In the solicitation packet, the "Required Certifications" and "Respondent Qualification Questions" are both titled "Attachment G." Will FLHSMV please clarify the attachment titles?
Answer: The Department has corrected the attachment, please see Item No.1 and attached.
10.
Question
SOW Section 3.C.7 specifies "Inspection Ststus-10-year wing completed."
Will FLHSMV consider reviewing this requirement to ensure it was not borrowed from a solicitation for a different aircraft type, such as a Cessna Caravan or Pilatus PC-12, and clarify whether it is applicable to this solicitation?
Answer: The Inspection Status-10-year wing completed will not be required, and the Department has revised the language, please see Item No. 2 above.
