About this file

This is a Request for Information (RFI) issued by the State of Florida Department of Highway Safety and Motor Vehicles (FLHSMV) on behalf of the Florida Highway Patrol (FHP) seeking industry guidance on the construction and operation of temporary adult detention facilities. The RFI is for planning and cost-estimating purposes only and does not constitute a solicitation or commitment to procure services. Respondents with proven experience in detention facility construction are invited to provide information addressing location-based considerations, detention standards and capacity requirements, infrastructure and security systems, operational support features, cost and schedule assumptions, and regulatory considerations. The Department seeks recommendations for facility locations (preferably five or more sites south of Interstate 4), regional cost factors, detention standards to follow, appropriate security levels for adults held up to 48 hours or more, maximum facility capacity of approximately 50 adults (male and female), minimum square footage requirements, and preliminary annual operational budget estimates. RFI responses must be submitted electronically in Microsoft Word or Excel format by August 10, 2026, at 2:00 p.m. Eastern Time to Joley Owens at JoleyOwens@flhsmv.gov. The RFI was released on August 3, 2026, on the Florida Vendor Information Portal (VIP).

Respondents must provide vendor background information including organizational history and experience with detention facility construction, customer references from federal, state, local, or county government projects, detailed descriptions of previous construction work, implementation timelines, and general pricing information presented as competitive ranges and cost variables rather than specific quotes. The Department requests both an original and redacted version of each response, with confidential or trade secret information clearly marked in accordance with Florida Statutes Chapter 119 and Section 812.081. Vendor responses will be reviewed for informational purposes only and will not result in contract awards; however, submission of an RFI response does not preclude vendors from responding to any related future competitive solicitation. The Department will use information gathered from this RFI to develop preliminary cost and schedule baselines and may inform the development of a future competitive solicitation. All vendor costs associated with response preparation and submission are the responsibility of the responding firms, and the state will not reimburse these expenses.
