About this file

This is Addendum No. 1 to an Invitation to Bid (ITB-033-26) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) on behalf of the Florida Highway Patrol (FHP) for Law Enforcement Personal Safety Lights. The addendum clarifies specifications for the requested product through a question-and-answer format. The procurement seeks approximately 2,200 Guardian Angel Elite Series infrared hybrid blue/blue wearable safety lights or approved equivalent products for distribution across nine Florida Highway Patrol troops and supporting locations throughout Leon County and Florida. The original ITB deadline for written bidder questions was January 13, 2026, at 3:00 p.m. Eastern Time, with bid submission deadline set for February 5, 2026, at 2:00 p.m. Eastern Time and bid opening scheduled for 2:30 p.m. the same day via conference call. The contract term is two years from execution, with an option to renew for up to two additional years at the Department's discretion based on satisfactory performance and legislative appropriation.

The procurement requires fixed unit cost pricing with all shipping and delivery costs included, and bidders must provide a minimum 10 percent discount on catalog items not listed on the price sheet. Florida-domiciled entities receive a five percent price preference over out-of-state bidders, contingent on reciprocal preference policies in the bidder's home state. In cases of identical bids, tiebreaker criteria include Florida domiciliation and certified minority business enterprise status. Award will be made to the lowest responsible and responsive bidder based on the lowest Grand Total Price. No bid guarantee is required, and the Department reserves the right to reject all bids, accept or reject separable portions, and waive minor irregularities if deemed in the state's best interest. Bidders must submit a Bidder Information Form, completed Price Sheet, Vendor Certification Form, and labor certification documents, with detailed specifications required for any proposed equivalent products.
