About this file

This is Addendum No. 1 to an Invitation to Bid (ITB-004-26) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for vehicle utility boxes to support the Florida Highway Patrol and various departmental vehicles. The addendum updates the Calendar of Events and provides a comprehensive Questions and Answers section addressing vendor inquiries regarding product specifications and design requirements. The revised deadline for receipt of bids is October 29, 2025, at 2:00 p.m. Eastern Time, with bid opening scheduled for the same day at 2:30 p.m. The anticipated Notice of Intent to Award posting date is November 12-17, 2025. The procurement covers multiple vehicle types and specialty configurations including Patrol, Criminal Investigations Unit, DUI, Commercial Vehicle Enforcement, Drone, and Administrative units, with the initial contract term of four years and an optional four-year renewal period.

The Q&A section clarifies critical specifications for utility box design, including the Department's preference for powder-coated aluminum when structural integrity is maintained, keyed locking mechanisms for general storage, side-by-side firearm storage with padding rather than dedicated mounts, and wire management located in the rear or side of boxes. The Department will not pursue weight reduction measures and requires all specialty configurations to include firearms drawers except for sedans. For pickup truck cargo bed slide systems, minimum specifications include 4,000 lbs. load capacity with 75-100% travel access, smooth one-handed operation, multiple latching points, and heavy-duty sealed bearings. The Department will handle power integration and anticipates minor design modifications during the contract term that will apply prospectively to future orders rather than retroactively. Vendors are expected to provide responsive pricing for all specified vehicle and configuration combinations with delivery required within 90 days of written request.

Item No.2

Questions and Answers

Note: All written questions are reproduced in the same format as submitted by the Vendor.

Question(s) received on 10/18/2025 from Strobes-R-US

1.

Question:

Given the Florida climate, would the long-term corrosion resistance and lighter weight of powder-coated aluminum be preferable to heavier steel systems that may rust or corrode over time?

Answer: Yes, the Department will consider powder-coated aluminum, only if the structural integrity and durability is not compromised.

2.

Question: Are measures to reduce the vehicle’s overall weight important for improving fuel economy and minimizing wear on suspension components?

Answer: No, the Department is not currently taking measures to reduce vehicles’ overall weight.

3.

Question: Would you prefer a standard drawer layout across vehicle types or unique configurations tailored to each vehicle’s role?

Answer:

The Department prefers the standard drawer layout with the same specialty (i.e. Patrol and DUI has one drawer layout, however the drawer dimensions may change by vehicle type based on vehicle specifications).

4. Question: How important is modularity in drawer systems — should Troopers be able to remove or reconfigure trays for specific missions?

Answer: No, the Troopers should not be able to reconfigure trays. While FHP may change layouts and modify modularity at the point of installation, it will not change once the vehicle is deployed.

5. Question: What is your preferred drawer locking method for general storage — keyed, push-button, RFID, or mechanical latch?

Answer: The Department’s preference is a keyed locking method.

6. Question: Would you like the option for adjustable drawer dividers or custom foam inserts to keep items organized and secure?

Answer: Yes, the Department would like either adjustable drawer dividers or custom foam inserts as an option.

7. Question: Do you require dedicated mounts or inserts for specific firearms (e.g., AR-15s with optics, shotguns with extended tubes)? Should the firearms be secured in individual slots or stored side-by-side with padding for protection?

Answer: No, dedicated mounts or inserts are not required. Side-mounted optics are common but not extended tubes. The Department requires side-by-side storage with padding underneath; this would suffice due to variation and potential for firearm changes in the future.

8. Question: Would a biometric lock or programmable keypad be of interest, or are key fob/electronic push-button releases preferred?

Answer: The Department prefers a key fob/electronic push-button releases.

9. Question: Do you have a preferred layout for wire management? e.g., knockout locations, cable tie points, grommeted holes?

Answer: Yes, the Department prefers the wire management to be located in the rear and/or side of the utility box. Typically, equipment is mounted to the top of the box to assist in servicing.

10. Question: Should the equipment drawer be removable or fully serviceable in-vehicle without disassembling the unit?

Answer: The Department requires the equipment drawer to be accessible but does not need to be fully removable, however it needs to allow for ease of servicing.

11. Question: Are there known challenges in your current boxes with interfering with rear cargo access or spare tire compartments?

Answer: The Department’s current systems allow for spare tire access, some requiring a custom tool and/or service port to lower the spare tire. Cargo access (covered compartments at the bottom or sides of the cargo area) are utilized where possible.

12. Question: Is quick transferability between vehicle models (e.g., Dodge Durango to Ford PIU) a must-have feature for your fleet?

Answer: No, the Department does not see this as a must-have feature.

13. Question: For vehicles with limited cargo space (e.g., Mustang, Charger), are there preferred layout strategies or past design examples that optimized storage without sacrificing accessibility?

Answer: Currently, the Department prefers vehicles with limited cargo space to utilize an equipment drawer/tray layout.

14. Question: Could you provide guidance on which specialty configurations require firearms drawers, and whether any models are exempt due to operational roles or space limitations?

Answer: The Department requires all specialty configurations to have a firearms drawer, except for any sedans.

15. Question: For the Drone Unit, are there specific dimensions or mounting requirements for the monitor/TV and battery charging systems?

Answer: The Department requires a flat surface of 10” x 8” and a clearance of at least 4” will need to be provided for inverter installation as a charging system. The monitor will have a 32”-34” screen size and will need space for a standard monitor and monitor mount. Both items will be installed separately.

16. Question: Do any units require power integration (e.g., 12V, USB, inverter) within the utility box for charging or operating onboard devices?

FLHSMV-ITB-004-26 Page 4 of 5

Answer: The Department will handle power integration.

17. Question: Would you prefer a vendor that can quickly prototype and adjust the drawer system layout based on Trooper feedback or operational needs during the contract term?

Answer: Yes, the Department anticipates minor changes to make the product better.

Any changes would not be retroactive but would be included on future orders once a design is confirmed and approved by the Department.

18. Question: Pickup Truck Cargo Bed Slide System - Could you provide more details around the specifications for pickup truck solutions? Some of the points we suggest for longevity is:

a) Load Rating: Minimum 4,000 lbs. capacity, evenly distributed.

b) Extension / Access: Minimum 75–100 % travel of bed length for full access to equipment.

c) Operation: One-handed slide operation with smooth motion under load; ergonomically positioned pull handle accessible from ground level.

d) Locking / Safety: 5 x Multiple latching points (fully retracted, partial, and fully extended) for safety during transport and operation.

e) Design / Profile: Low-profile construction of 4-5 inches to preserve cargo height and compatibility with tonneau covers, toolboxes, and other accessories.

f) Bearings / Durability: Heavy-duty sealed bearings or rollers for long-life performance in dusty or debris-prone environments.

g) Mounting / Installation: Bolt-on installation to existing bed structure with minimal intrusion or modification, allowing serviceability and drainage access.

h) Corrosion Resistance: Powder-coated steel or aluminum frame suitable for outdoor and field use.

Answer: a) Yes, a load rating of a minimum 4,000 lbs. capacity evenly distributed.

b) Yes, the extension/access needs to have a minimum of 75-100% travel of bed length for full access to equipment.

c) Yes, the operation needs to have a smooth motion under load with an ergonomically positioned pull handle accessible from ground level.

d) The Department requires multiple latching points, but our minimum would be two per extension point (fully retracted, partial, and fully extended).

e) The Department will consider an oversized storage unit located on the top or outside of the utility box, with no set minimum height; however, the box will need to operate below the height of the bed to accommodate a tonneau cover or other accessories.

f) Yes, heavy-duty sealed bearings or rollers for long-life performance in dusty or debris-prone environments.

FLHSMV-ITB-004-26 Page 5 of 5

g) Yes, bolt-on installation to existing bed structure with minimal intrusion, or modification, allowing serviceability and drainage access.

h) Yes, the Department will consider powder-coated aluminum, only if the structural integrity or durability is not compromised.
