PERFORMANCE WORK STATEMENT
NEW CONCRETE DEADMAN GUY-WIRE ANCHORS FOR
TACTICAL TRAINING SIMULATOR (TTS) NETTING SUPPORTS
LOCATED AT NAVAL TECHNICAL TRAINING CENTER (NTTC),
LACKLAND AIR FORCE BASE, SAN ANTONIO, TX
SCOPE
This Performance Work Statement (PWS) sets forth the requirements to replace twelve
(12) existing “screw-type” earthen guy-wire anchors with twelve (12) concrete, below grade, “deadman-type” anchors. These new anchors will better hold each of the 12 guy wires that support the perimeter netting poles located around the TTS trainers. The top netting that covers the TTS Trainers is also tearing and needs to be replaced. Netting support cables and netting pole connector have also failed and need to be reattached or replaced. This work is located on the Lackland Airforce Base, within Training Area 8.
GENERAL REQUIREMENTS
NTTC Lackland currently trains within two TTS at Training Area 8 (TA-8) One structure simulates a small ship while the other represents a small Port Operations Facility. Students simulate firing weapons by using marking cartridges to simulate actual rounds. These trainers are contained within a large net that is designed to capture any spent marking cartridge material.
The net is supported with 10 steel poles approximately 34’ tall. Eight of these poles are stabilized with typical guy wires. The four corner poles have two guys each. These guy-wires are held in the ground with screw-type earthen anchors. These screw anchors have started to pull out of the ground. This causes the poles to lean and creates slack in the netting fabric. This creates problems, especially in windy conditions.
Therefore, we need to replace the failing "screw-type" ground anchors with much more stable, and stronger, concrete deadman blocks. There are 12 guy-wire anchors to replace. We envision the following work will need to be accomplished for each of the twelve anchors:
1. Scope the site for utilities. Mark as needed.
2. Temporarily support the Pole (Other Guy-Wires, Bracing, Tie backs, Etc.).
3. Remove the current main guy wire from the screw-type anchor.
4. Remove the screw anchor and dispose.
5. Excavate hole for new concrete anchor (deadman). Avoid any buried utilities.
6. Install reinforced concrete dead man with new anchor plate and cable.
7. Allow time for concrete to cure.
8. Reconnect the main guy wire and anchor cable with a turn buckle to adjust for seasonal tension requirements. Remove the temporary supports.
9. Clean the site.
In addition to the anchors, the netting that forms the top of the containment area is damaged and needs to be removed and replaced. The covered area is approximately 90’ x 90’ square.
The ceiling netting overlaps the sides when it is secured in place. The ten netting support poles are approximately 34’ tall. A netting support cable in the “ceiling”, and a netting connection to a support pole, have also failed and need to be replaced. (See attached Photos.)

SPECIFIC REQUIREMENTS
All work to construct and install the new anchors, guy-wire connections, and new netting/cables shall be designed by a licensed engineer. The contractor shall ensure that the netting structure remains stable and is supported throughout the replacement period.
The specific top netting replacement and cable/connection repair work should be accomplished after the new anchors have been installed and the pole guy-wires have been reattached and tightened accordingly.
CODE/REGULATORY REQUIREMENTS
All work performed by the Contractor shall be in accordance with all local, State and Federal Codes.
SITE SUPERVISION AND QUALITY CONTROL
The Contractor shall provide a site superintendent at the work location at all times work is being performed for this project. The superintendent will work closely with the Navy quality control representative, Mr. Jerry Weaver, Naval Technical Training Center (NTTC) Lackland, (210) 671-1975, to ensure that the new anchors and repairs meet the Navy’s requirements.
PERFORMANCE OF WORK
Within 4 weeks after award, the Contractor shall arrange to hold a post-award conference with all applicable parties. All stamped specification drawings depicting the new anchors shall be submitted at this post-award conference. The Contractor shall confirm the start date with the Technical Point of Contact (TPOC) at least 48 hours prior to start date/time. Preparing and sending minutes of all meetings to the attendees are the responsibility of the Contractor. The anchor replacements shall be completed no later than 6 months after award.
All Occupational Safety & Health Act (OSHA) work standards shall be followed to include but not limited to all federal, state, national and local codes standards. In performing the contract, the Contractor shall provide for protecting the lives and health of employees and other persons and for preventing damage to property, materials, supplies and equipment in accordance with the latest revision of the U.S. Army Corps of Engineers “Safety and Health Requirements Manuals” (EM 385-1-1) and “Occupational Safety and Health Standards” (29 CFR 1910).
The contractor shall ensure that the TTS Training site remains clean and orderly. All trash shall be collected, stored in appropriate containers, and removed as needed. Vehicular traffic shall not cause ruts in the ground. The contractor shall bring in stone if needed.
PROJECT CLOSEOUT REQUIREMENTS
The contractor shall complete the required work, notify the Navy quality control representative, and leave the TTS Training site in a clean state. No debris or excavated material shall be left on site.
WARRANTY
The Contractor shall indicate in writing, after completion of the anchors and netting repairs, that the work shall be free of faults or defects, in accordance with the requirements in this document for a period one year; materials used in the project shall have manufacturer’s warranties respective of the product and material used.
