About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) submitted by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7L126Q0706.
The acquisition covers 910 units (plus a 100% option) of CLAMP, LOOP components (NSN 5340-014183430) required as spare parts for E2/C2 All Series weapon systems. The contract is structured as a firm-fixed price procurement with fixed quantity and a 100% option, utilizing FAR Subpart 13.5 simplified acquisition procedures. The justification restricts the acquisition to a single source—Transdigm Inc. (CAGE 83930)—based on the determination that this is the only source with the capability to furnish form, fit, and functionally interchangeable parts and is the only source currently approved by the design control activity. The authority for this restriction is 10 U.S.C. 3204(a)(1) under AMC 3 (acquire for the second or subsequent time directly from the manufacturer) and AMSC R (Government does not own data or rights to the data needed to purchase from additional sources, and it is uneconomical to buy the data or reverse engineer the part).
To maximize competition within the single-source framework, DLA conducted a Sources Sought Notice on SAM.gov on 12/01/2025 for five business days (yielding no results), conducted a market survey contacting Boeing Distribution Services X, Inc., Pinnacle Research and Aviation LLC, and Transdigm Inc. on 12/01/2025 with a follow-up on 01/23/2026 (no responses), reviewed procurement history (no alternate sources identified), and performed a general internet search (no results). The solicitation will be synopsized on 02/02/2026 for one day, posted to the DLA Internet Bid Board System for a minimum of 10 days, and dealers of the approved source will be solicited. The solicitation includes DLAD Procurement Note L04 allowing alternate offers and evaluation of alternate products for future procurements. Fair and reasonable pricing will be determined through price analysis comparing proposed and historical prices. The contracting officer (WHITING.MONIC A.L.) approved the justification on 02/05/2026, with approval authority up to $900,000.
