MULTIPLE BLDG LIFE SAFETY CORRECTIONS – MINOR HVAC
SCOPE OF WORK
PART 1 – SUMMARY OF WORK
1.1 DESCRIPTION
A. Work for this project requires the contractor to be responsible for supplying all labor, materials, equipment, utilities, miscellaneous items, freight and delivery and all necessary valid licenses for the work summarized as follows:
1. Base Item No. 1 – Laundry (Bldg 57) Mechanical Rehab
2. Base Item No. 2 – Female Dorm (Bldg 54) Mechanical Rehab
3. Base Item No. 3 – Wellness/Teap (Bldg 08) Water Heater
4. Optional Bid Item No. 4 OBI – Hickory Dorm (Bldg 03) Heat Pumps
4. Optional Bid Item No. 5 OBI - Female Dorm (Bldg 54) – Condensing Unit
Relocation
1.2 LOCATION
A. This project is located at the Flatwoods Job Corps Civilian Conservation Center located 35 of miles from Kingsport, TN, in Wise County. The address is 2803 Dungannon Road, Coeburn, VA 24230. Driving instructions can be obtained from the Center by calling
(276) 395-3384.
1.3 PROJECT SCHEDULING
A. Work hours for this project are between 8:00 AM-4:30 PM Monday through Friday.
1.4 POINT OF CONTACT

1.5 USE OF PREMISES
A. Confine constructions operations to immediate area of work. Do not disturb portions of Project site beyond areas in which the Work is indicated.
B. Government will occupy site and buildings during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the work so as not to interfere with Government's day-to-day operations.
C. Keep driveways, parking areas, loading areas and entrances to buildings clear and available to Government, Government's employees, and emergency vehicles at all times.
Do not use these areas for parking or storage of materials. Do not close or obstruct

walkways, corridors, or other occupied or used facilities without written permission from Government.
1.6 WORK RESTRICTIONS
A. Smoking is permitted on campus only in the designated smoking area.
1.7 SCHEDULE OF ITEMS
A. Schedule of Items: The project Schedule of Items includes several sections to organize the work into Base Items and Optional Items.
1. Provide pricing for all items listed in the Schedule of Items.
2. Contract award will be made for all Base Items. Award of optional bid items will be made at the discretion of the government.
B. Base Items (BI):
1. Base Item No. 1 – Laundry (Bldg 57) Mechanical Rehab
a. Measurement: This item is measured as a Lump Sum quantity.
b. Payment: The contract lump sum price as shown in the Schedule of Items includes all materials, equipment, labor, and incidentals to install a wall louver in the laundry room.
2. Base Item No. 2 – Female Dorm (Bldg 54) Mechanical Rehab
b. Payment: The contract lump sum price as shown in the Schedule of Items includes all materials, equipment, labor, and incidentals to:
1) 1st Floor Laundry Room:
a) Replace existing door and hardware with 1 hour rated fire door with fire rated damper, door hardware/accessories, and frame.
b) Install 1 through-wall fire rated damper with wall sleeve, and grilles each side above door within 12” of laundry room ceiling.
2) 2nd Floor Laundry Room:
a) Install 2 through-wall fire rated dampers with wall sleeves, and grilles each side of dampers in wall separating Laundry Room and storage cubby. Coordinate final locations with COR, furniture, and existing construction to remain. One damper shall be within 12” of the floor and the other within 12” of the ceiling.
3. Base Item No. 3 – Wellness/Teap (Bldg 08) Water Heater
b. Payment: The contract lump sum price as shown in the Schedule of Items includes all materials, equipment, labor, and incidentals to remove an existing water heater and accessories and install a new Energy Star water heater and listed accessories and other code or manufacturer required

components. Installation of door louvers for water heater manufacturer recommended ventilation.
C. Optional Bid Items (OBI)
1. Bid Item No. 4 OBI– Hickory Dorm (Bldg 03) Heat Pumps
a. Measurement: This item is measured as a Lump Sum quantity.
b. Payment: The contract lump sum price as shown in the Schedule of Items includes all materials, equipment, labor, and incidentals to remove and replace two existing heat pump systems and associated work as indicated in plans and drawings.
2. Bid Item 5 OBI - Female Dorm (Bldg 54) – Condensing Unit Relocation
b. Payment: The contract lump sum price as shown in the Schedule of Items includes all materials, equipment, labor, and incidentals to relocate an existing condensing unit, this includes constructing a new cast-in-place equipment pad, extending refrigerant linesets, power, and control wiring, refrigerant, and testing for proper function after relocation.
1.8 PLUMBING, MECHANICAL, AND ELECTRICAL REQUIREMENTS
A. The mechanical, plumbing, and electrical requirements indicated below shall be in conformance with the most recent versions of (IMC), International Energy Conservation Code (IECC), International Building Code (IBC), the American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE) Standard 90.1 and 62.1, the International Fuel Gas Code (IFGC), Architectural Barriers Act (ABA for installation requirements), Americans With Disabilities Act (ADA for product certification), the International Plumbing Code (IPC), and the National Electric Code (NEC or NFPA 70).
B. Exterior Louvers (L-1)
1. Basis of Design: Model FPAB by Carnes.
2. Size: 12” high x 66” wide.
3. Frame: 0.060 extruded aluminum, 1.162” deep.
4. Blades: 0.060 extruded aluminum at 37 deg angle on approximately 1.47” centers.
5. Finish: Mill aluminum.
6. Screen: 3/4” x 0.501” flattened aluminum in removal frame, mounted on inside.
C. Door Louvers (L-2) Not used.
D. Door Louvers (L-3)
1. Basis of Design: Model 900 by Activair,Inc.
2. Size: 18” wide x 18” high.

3. Frame: 18-gauge (0.048”) CRS frame, mitered and welded corners, screws fastened through prepared frame into louver core leaving corridor side of frame free of fasteners.
4. Blades: Z-blade louvers attached at 1” intervals to welded frame with interlocking construction.
5. Fire Protection: NA.
6. Finish: Mineral bronze.
E. Through Fire Damper and Grilles (D-1)
1. Basis of Design: Curtain Type Dynamic Fire Damper: Ruskin DIBD2.
a. Vertical Mount “A” style with Factory sleeve matched to wall thickness.
b. Frame and Blades: Galvanized or stainless steel in gauges required by UL R-5531 Listing.
c. Rated for dynamic systems with 165 degree fusible links.
d. Closure Springs: Stainless steel constant force or spring clips.
e. Size: Contractor verify existing conditions. 100 square inches of net free area required for each damper.
f. Provide wall grilles each side of all dampers, Powder coated aluminum or steel (white).
1. Surface mount, bi-directional.
2. Coordinate size to cover dampers 100 square inches of net free area.
F. Fire Rated Interior Door
1. Basis of Design: Trudoor fire rated wood doors.
2. Size: 6’-8” x 3’-0”(Contractor to verify wall framed opening/existing condition prior to submitting/ordering).
(a) Style: Flush, Wood, Rotary Birch, Finish to match other doors in vicinity.
(b) Lockset: Cylindrical, Heavy Duty, Classroom function with inside lever always active and no interior locking mechanism, ADA compliant lever handle, finish to match other doors in vicinity. Key to match building’s existing key schedule – coordinate key match with center maintenance staff.
(c) Louver: 12”x24” within 12” of finished floor centered horizontally in door. 1 hour fire rated, spring loaded with 165-degree fusible link. Compatible with doors fire rating/listing, factory finished - gray. Activair 1900a or equal.
(d) Closer: ADA compliant, heavy duty.
(e) Room Label: Provide embossed or engraved acrylic plate room identification placard of similar style to other placards in building, block text “Laundry” with braille beads depicting laundry below block text.
3. Frame: Hollow metal, UL listed 1 hour fire rating, coordinate dimensions with existing conditions.
G. Hybrid Electric Water Heater (WH1)

1. Install valves and unions in piping to facilitate future maintenance and replacement of water heater and expansion tank.

4. Contractor shall verify locations of existing thermostats being replaced and compatibility with all HVAC system components for full functionality.
I. Additional instructions are as follows:
1. Install in accordance with manufacturer’s instructions and referenced codes and standards.
2. Refrigerant lines new and extension of existing:
a. ACR copper, meeting ASTM B280.
b.Insulation: closed cell expanded rubber EPDM insulation complying with ASTM C534, 1-inch thick.
3. Electrical/extension of existing:
a. Wiring: Copper, stranded conductor, 600-volt insulation, Type
THHN/THWN.
b.Exterior Conduit: PVC Schedule 80, provide frost sleeves for buried conduit to building mounted fixed boxes or devices.
c. Exterior Conduit for Equipment Connection: Liquid tight, flexible metal.
d.Interior Conduit: EMT.
e. Conduit between disconnect and equipment: MC.
4. Concrete equipment pad: Prepackaged mix conforming to ASTM C387.

PART 2 – SUBMITTAL PROCEDURES
2.1 DEFINITIONS
A. Action Submittals: Written and graphic information that requires Government approval.
B. Informational Submittals: Written information that does not require Government approval. Submittals may be rejected for not complying with requirements.
2.2 PROCEDURES
A. Contractor Responsibilities
1. Review each submittal and check for compliance with the Contract Documents.
2. Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.
3. Include the following information on label or cover sheet for processing and recording action taken:
a. Project name.
b. Date.
c. Name and address of Contractor.
d. Name of manufacturer.
e. Unique identifier, including revision number.
f. Number and title of appropriate Specification Section.
g. Drawing number and detail references, as appropriate.
h. Date of Contractor’s approval.
i. Statement certifying that submittal has been reviewed, checked, and approved by the Contractor for compliance with the Contract Documents.
4. The Government will not review submittals that do not bear Contractor's approval and will return them without action.
5. Only final submittals with mark indicating action taken by Government are to be used for construction.
6. Submittals not required by the Contract Documents will not be reviewed and may be discarded.
B. Processing Time: Time for review shall commence on CO's receipt of submittal.
1. Initial Review: Government will review initial submittal within 10 working days.
Additional time may be needed if processing must be delayed to permit coordination with subsequent submittals. CO will advise Contractor when a submittal being processed must be delayed for coordination.
2. Resubmittals: If resubmittal is necessary, it will be processed in same timeframe as initial submittal.
2.3 ACTION SUBMITTALS
A. Prepare and submit Action Submittals required in the Technical Specifications in this contract, if applicable, and as indicated at the end of this subsection.

B. Collect information into a single submittal for each element of construction and type of product or equipment.
1. Mark up each submittal to show which products and options are applicable.
2. Include the following information, as applicable:
a. Manufacturer's written recommendations.
b. Manufacturer's product specifications.
c. Manufacturer's installation instructions.
d. Manufacturer's catalog cuts.
e. Wiring diagrams showing factory-installed wiring.
f. Compliance with recognized trade association standards.
g. Compliance with recognized testing agency standards.
C. Required Action Submittals
1. Product data.
2.4 INFORMATIONAL SUBMITTALS
A. Prepare and submit Informational Submittals required in the Technical Specifications in this contract, if applicable, and as indicated below:

1. Accident Prevention Plan.
2. Construction Schedule.
2.5 CLOSEOUT SUBMITTALS
A. Prepare and submit Closeout Submittals, as follows:
1. See Technical Specifications Sections.
2. One-Year Warranty on Entire Project as required by FAR 52.246–2.1
3. Project Record Documents.
PART 3 – TEMPORARY FACILITIES AND CONTROLS
3.1 USE OF UTILITIES
A. Utilities: Use of Government existing facilities will be permitted without metering and without payment of use charges, as long as facilities are cleaned and maintained in an acceptable condition. At Substantial Completion, restore these facilities to condition existing before initial use. The following are available for use by the contractor: water, and electrical power services. The following are not available: telephone service. The contractor is expected to provide whatever phone service is deemed necessary for the duration of the project.
3.2 SANITARY FACILITIES

A. Sanitary facilities are available for use by the Contractor. Facilities must be cleaned and maintained daily.
3.3 STAGING AND STORAGE
A. Coordinate on-site staging and storage requirements with the Center Point of Contact or the Contracting Officer Representative (COR).
3.4 CONSTRUCTION WASTE DISPOSAL FACILITIES
A. Provide waste-collection containers in sizes adequate to handle waste from construction operations. Containerize and clearly label hazardous, dangerous, or unsanitary waste materials separately from other waste.
3.5 SAFETY AND ENVIRONMENTAL PROTECTION
A. Environmental Protection: Contractor shall provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.
B. Barricades, Warning Signs, and Lights: Comply with the national or state Manual on Uniform Traffic Control Devices (MUTCD) for erecting structurally adequate barricades, paint with appropriate colors, graphics, and warning signs/lights to inform personnel, students, and the public of possible hazards.
C. Fire Protection.
1. Store combustible materials in containers in fire-safe locations.
2. Maintain unobstructed access to fire extinguishers, fire hydrants, fire-protection facilities, stairways, and other access routes for firefighting. Prohibit smoking in hazardous fire-exposure areas.
3. Supervise welding operations, combustion-type temporary heating units, and similar sources of fire ignition.
PART 4 – EXECUTION REQUIREMENTS
4.1 EXAMINATION
A. Before beginning work, examine areas and document existing conditions. Proceed with installation only after unsatisfactory conditions have been corrected. Proceeding with the Work indicates acceptance of surfaces and conditions.
B. Field verify all new and existing dimensions affecting the work of this contract before ordering products.

C. Immediately on discovery of the need for clarification of the Contract Documents, submit a request for information to CO. Include a detailed description of problem encountered, together with recommendations for changing the Contract Documents.
4.3 INSTALLATION
A. Locate the Work and components of the Work accurately, in correct alignment and elevation to fit with existing construction.
B. Make vertical work plumb and make horizontal work level.
C. Install per manufacturer's written instructions and recommendations.
D. Limit selective demolition to the extent necessary for new construction, finish areas around new construction to match surrounding finishes. Leave in condition fully complete and ready for use/occupancy.
4.4 PROGRESS CLEANING
A. Clean Project site and work areas daily, including common areas. Dispose of materials lawfully.
1. Comply with NFPA 241 requirements for removal of combustible waste materials and debris.
2. Do not hold materials more than 7 days during normal weather or 3 days if the temperature is expected to rise above 80 deg F (27 deg C).
B. Burying or burning waste materials on-site will not be permitted. Washing waste materials down sewers or into waterways will not be permitted.
4.5 PROTECTION OF INSTALLED CONSTRUCTION
A. Provide protection and maintain conditions that ensure installed Work does not get damaged or deteriorated prior to Substantial Completion.
4.6 CORRECTION OF THE WORK
A. Repair or remove and replace defective construction. Restore damaged substrates and finishes.
1. Repairing includes replacing defective parts, refinishing damaged surfaces, touching up with matching materials, and properly adjusting operating equipment.
PART 5 – CLOSEOUT PROCEDURES
5.1 SUBSTANTIAL COMPLETION
A. Definition of Substantial Completion: The Date certified by the CO when construction is sufficiently complete, in accordance with the Contract Documents, so the Government

can occupy or utilize the Work or designated portion thereof for the use for which it is intended, as expressed in the Contract Documents.
B. Preliminary Procedures: Before requesting inspection for determining date of Substantial Completion, complete the following. List items below that are incomplete in request.
1. Prepare a list of items to be completed and corrected (punch list), the value of items on the list, and reasons why the Work is not complete.
2. Advise the CO of pending insurance changeover requirements.
3. Submit specific warranties, workmanship bonds, final certifications, and similar documents.
4. Obtain and submit releases permitting Government unrestricted use of the Work and access to services and utilities.
5. Deliver tools, spare parts, extra materials, and similar items to location designated by Government. Label with manufacturer's name and model number where applicable.
6. Complete startup testing of systems.
7. Submit changeover information related to Government occupancy, use, operation, and maintenance.
8. Complete final cleaning requirements, including touchup painting.
9. Touch up and otherwise repair and restore marred exposed finishes to eliminate visual defects.
C. Inspection: Submit a written request for inspection for Substantial Completion. On receipt of request, CO will either proceed with inspection or notify Contractor of unfulfilled requirements. CO will prepare the Certificate of Substantial Completion after inspection or will notify Contractor of items, either on Contractor's list or additional items identified by CO, that must be completed or corrected before certificate will be issued.
1. Reinspection: Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
2. Results of completed inspection will form the basis of requirements for Final
Completion.
5.2 FINAL COMPLETION
A. Preliminary Procedures: Before requesting final inspection for determining date of Final Completion, complete the following:
1. Submit certified copy of CO’s Substantial Completion inspection list of items to be completed or corrected (punch list), endorsed and dated by CO. The certified copy of the list shall state that each item has been completed or otherwise resolved for acceptance.
2. Submit evidence of final, continuing insurance coverage complying with insurance requirements.

3. Instruct Government personnel in operation, adjustment, and maintenance of products, equipment, and systems.
B. Inspection: Submit a written request for final inspection for acceptance. On receipt of request, CO will either proceed with inspection or notify Contractor of unfulfilled requirements. CO will prepare a final Certificate for Payment after inspection or will notify Contractor of construction that must be completed or corrected before certificate will be issued.
1. Reinspection: Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
5.3 LIST OF INCOMPLETE ITEMS (PUNCH LIST)
A. Preparation: Submit two copies of list. Include name and identification of each space and area affected by construction operations for incomplete items and items needing correction including, if necessary, areas disturbed by Contractor that are outside the limits of construction.
5.4 PROJECT RECORD DOCUMENTS
A. General: Do not use Project Record Documents for construction purposes. Protect Project Record Documents from deterioration and loss. Provide access to Project Record Documents for CO's reference during normal working hours.
B. Provide Draft of Project Record Drawings at Substantial Completion. CO will return reviewed copy. Provide Final Project Record Drawings at Final Completion.
C. Record Drawings: Maintain and submit one set of blue- or black-line white prints of Contract Drawings and Shop Drawings.
1. Mark Record Prints to show the actual installation where installation varies from that shown originally. Require individual or entity who obtained record data, whether individual or entity is Installer, subcontractor, or similar entity, to prepare the marked-up Record Prints.
a. Give particular attention to information on concealed elements that cannot be readily identified and recorded later.
b. Record data as soon as possible after obtaining it. Record and check the markup before enclosing concealed installations.
2. Mark record sets with erasable, red-colored pencil. Use other colors to distinguish between changes for different categories of the Work at the same location.
3. Note Construction Change Directive numbers, Change Order numbers, alternate numbers, and similar identification where applicable.
4. Identify and date each Record Drawing; include the designation "PROJECT RECORD DRAWING" in a prominent location. Organize into manageable sets;

bind each set with durable paper cover sheets. Include identification on cover sheets.
5.5 FINAL CLEANING
A. General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.
B. Cleaning Agents: Use cleaning materials and agents recommended by manufacturer or fabricator of the surface to be cleaned. Do not use cleaning agents that are potentially hazardous to health or property or that might damage finished surfaces.
C. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion for entire Project or for a portion of Project:
1. Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste material, litter, and other foreign substances.
2. Remove tools, construction equipment, machinery, and surplus material from Project site.
3. Touch up and otherwise repair and restore marred, exposed finishes and surfaces.
Replace finishes and surfaces that cannot be satisfactorily repaired or restored or that already show evidence of repair or restoration.
D. Remove waste materials from Project site and dispose of lawfully.
