5. Reasons for Authority Cited: In compliance with net-centric data strategy, all defense readiness data must be collected and stored through a web-based system.

Logi Analytics formerly known as LogiXML, has all of the capabilities needed for the nly one brand name is capable of providing the supplies or services at the level of quality required because the supplies or services ordered are unique or highly specialized. Yearly maintenance support is required for both the existing Logi Analytics software licenses and the additional licenses being procured so PdM SMC can receive support from the Logi Analytics vendor when software bugs are identified or help is needed in deploying the software as well as to receive necessary software updates. Prior to the purchase of the Logi Analytics licenses, the in conjunction with PdM SMC project officers conducted trials of commercial off the shelf (COTS) products with the intended operational users. The COTS product Logi Analytics was selected based on input from the intended users, satisfaction of functional and technical requirements, and cost. The product had all of the capabilities needed for the users to build

. The Logi Analytics COTS software product was integrated and tested Query application. Without the Logi Analytics license maintenance and support, the Army will not have access to Logi Analytics software updates or vendor support commercial software solution evaluation, purchase of new software licenses, and the redevelopment of the . Redevelopment would also require new test procedures, functional and regression testing, and multiple stakeholder/user acceptance tests.

The additional licenses are required to support the different environments where the A thorough audit of the systems running this software was conducted and through conversations with the manufacturer of the product, it was determined that in to be in compliance with their licensing policy, the additional licenses described in section 3 would be required.

The An ATO is an Information Assurance (IA) accreditation that verifies that a system meets all the required acquisition and IA requirements before being allowed on a government network. The ATO helps ensure that systems fielded on government networks have limited risk

6. Market Research: Government technical experts reviewed the CHESS website to identify potential sources to fulfill this requirement. There are currently six vendors available via the ITES-2H contract available on CHESS(

). All vendors on this contract were contacted and quotes have been received. Market research, analyses, and tests of alternative solutions were conducted. None of these efforts have yielded additional potential sources.

7. Actions to Increase Competition: There are two alternatives to purchasing the maintenance, support, and licenses for Logi Analytics Ad Hoc Query and Info: These courses of action were identified and found unacceptable in May of 2014.

1. Migrate to another COTS product

2. Develop a custom coded capability

These two options are not reasonable courses of actions as none of them could be completed in less than a year’s time while the current maintenance and support acquired in 2013 will expire on 1 October 2014. Without the maintenance and support for Logi Analytics the would not be able to obtain software patches after October and the system would thus be left

The removal of the Hoc Query application from the network would be will be detrimental to accommodating the ongoing development of

Option 1 (New Product): The effort to identify, acquire, and migrate existing application capability to another COTS product would require the acquisition of new software licenses from a COTS vendor to replace already purchased licenses from Logi Analytics, and extensive system engineering and testing efforts to replace the existing application capability. Migrating to a new product will not alleviate the U.S. Army from having to purchase annual maintenance and support from the new vendor of the COTS product chosen. A new COTS product would also require the PdM SMC and to complete the process to update the existing to which is an extensive process as described in Paragraph 5. The new product would not possess a Certificate of Net-Worthiness (CoN) which increases the acquisition requirements process effort to obtain. It is estimated that it will cost about and take to execute this option in addition to efforts on other higher priority requirements that are identified by the - .

Option 2 (Custom Development): This option is not feasible as the amount of time to develop and test a custom solution for the and complete the Information Assurance (IA) certification process would require a minimum of at current staff levels to complete. It is estimated that it will cost and take a total of to execute this option in addition to delaying other (including those unrelated to the Ad

). The fourth year is due to the length of time required to certify the application, preparation of the application until the implementation of this COA is done.

Lastly, any efforts spent supporting one of the potential options listed above would be at a detriment to supporting the current development efforts for . In order to support current requirements and perform one of the options above, additional staff would need to be hired by the which would negate and most likely exceed any cost savings obtained from one of the options above. Market research, analyses, and tests of alternative solutions are ongoing processes for software intensive systems. At this time there is no other available COTS hardware product to meet this agency’s needs without substantial costs and unacceptable delays discussed in Paragraph 5 above. The risk involved with using an alternative source to for Logi Analytics would be considered high and is therefore unacceptable.
