About this file

This document is a bid award posting from the Florida Keys Electric Cooperative Association, Inc. (FKEC) for Bid #25-24, which pertains to specifications for dielectric testing of equipment, tools, and materials. The bid was awarded to Thomas Electrical Systems & Testing on July 7, 2025, following a competitive solicitation period from June 18, 2025, to July 2, 2025. The procurement targets annual testing of critical electrical safety equipment including bucket trucks, digger derrick trucks, rubber protective gloves, hard line covers, personal protective grounds, mechanical jumpers, and hotsticks, to be conducted at FKEC's two operations centers in Tavernier and Marathon, Florida.

FKEC emphasizes that this was not a public bid opening and reserves the right to protect the privacy of bidders and vendors. The cooperative notes that, according to Florida Statute Title X, Chapter 119, it does not meet the definition of a "state and local government agency" and is therefore not subject to enforcement of the statute. The bid evaluation utilized a point-based system considering firm and staff qualifications, past performance, and cost proposal. The anticipated contract period spans from August 2025 through December 2028, with FKEC retaining the option to award the contract to multiple respondents if deemed in the cooperative's best interest.
