About this file
This document is a bid award notification from the Florida Keys Electric Cooperative Association, Inc. (FKEC) for Bid #25-19 Specifications for Barge Services Storm Rates MSA, issued on April 21, 2025. The bid has been awarded to four companies: Adventure Environmental, Inc., ASAP, Inc., Kearns Construction Company, and Marathon Seawalls & Docks, Inc. FKEC explicitly notes that this was not a public bid opening and therefore cannot share the winning proposal details.
The cooperative emphasizes its legal position regarding transparency, citing Florida Statute Title X, Chapter 119, to assert that it does not meet the definition of a "state and local government agency" and is therefore not subject to statute enforcement. FKEC reserves the right to protect its own privacy and that of its bidders and vendors, and provides a link to the Florida legislative statutes for further reference about the "Sunshine Law" applicability.
