About this file
This document is an award notification from the Florida Keys Electric Cooperative Association, Inc. (FKEC) for Bid #25-17 Specifications for Base Camp Services Master Service Agreement (MSA). The bid was awarded to six companies: Garner Environmental Services, Inc.; GardaWorld Federal Services, LLC; Granny's Alliance Holdings, Inc.; Kelley & Company 1st Responders, LLC; Storm Services, LLC; and USA Up Star, LLC. The cooperative emphasizes that this was not a public bid opening, and they will not be sharing the details of the winning proposals.
FKEC specifically notes that according to Florida Statute Title X, Chapter 119, they do not meet the definition of a "state and local government agency" and therefore are not subject to the enforcement of the statute. The organization reserves the right to protect its own privacy and the privacy of bidders and vendors. The award was issued on April 23, 2025, and includes a reference link to the Florida legislative statute for further understanding of the "Sunshine Law" application to this procurement process.
