This is a Request for Proposal (RFP) issued by the Florida Keys Aqueduct Authority (FKAA), a political subdivision of the State of Florida, for a wireless monitoring system serving the vacuum sanitary sewer system within the Bay Point Wastewater Treatment Plant Basin. The FKAA seeks proposals from qualified manufacturers to provide equipment and services for monitoring approximately 128 vacuum pits across two service areas: Bay Point (109 pits) and Bluewater (19 pits) located on Lower Sugarloaf Key in the Florida Keys. The project encompasses installation of monitoring interface and connectivity software, gateway assemblies, rain meters, valve pit monitoring bundles, monitoring install kits, vacuum sensor kits, pedestals, controllers, and remote mount controller kits. The RFP was issued on August 13, 2026, with proposals due by 2:00 PM EST on September 23, 2026, submitted electronically via DemandStar.com. The contract period extends from the date of award until project completion, with work anticipated to span approximately 18 months. No formal bidders conference or site visit requirement is specified, though the FKAA reserves the right to request oral presentations and interviews at proposers' expense.
Proposers must be direct manufacturers of the vacuum interface valves and controllers, demonstrating a minimum of five years of continuous experience in vacuum sanitary sewer monitoring system design, deployment, and maintenance, including at least two years with the exact system proposed. Proposers must provide evidence of at least ten fully deployed comparable systems and 5,000 vacuum sanitary sewer pits utilizing similar monitoring systems, and must confirm the monitoring system was developed and maintained in-house without third-party interface applications. Pricing must include detailed line-item cost estimates for all products and services with warranty terms and lead times, remain valid for two years, and address annual subscription costs for software, royalties, data storage, and service agreements. The FKAA will complete certain self-performed work including conduit installation, pedestal installation, and monitoring component installation, while the proposer is responsible for providing training on controller and pedestal installation and monitoring system software operation. Evaluation will be weighted at 30 percent for technical compliance, 30 percent for qualifications and experience, 30 percent for pricing, 5 percent for references, and 5 percent for prior work history with FKAA. Award will be made to the highest-ranked proposer following Board of Directors approval, contingent upon successful contract negotiation.
