STATEMENT OF WORK (SOW)
Cape Canaveral Fitness Equipment
August 13, 2025
1. Objective The 45th Force Support Squadron (45FSS/FSV) has a requirement to procure and install new commercial-grade rubberized flooring at the Cape Canaveral SFS Fitness Center. This acquisition replaces the ageing flooring and enhances physical readiness training capabilities for service members and patrons. The project includes delivery, unpacking, installation, removal of all packaging debris, and internal relocation of select existing equipment within the facility.
2. Technical Requirements This requirement includes all labor, transportation, equipment, and services to provide a fully installed and operational rubberized flooring. The final delivery shall match the specifications below and be installed according to commercial standards, in a layout directed by the Fitness Center staff.

• High-Performance Rolled Rubber Flooring
· Commercial-grade rolled rubber flooring
· Total thickness: 14.5 mm (± tolerance)
· Width: 48 in rolls
· Top layer: ~2.5 mm vulcanized composition rubber surface, designed for traction and durability
· Base layer: ~12 mm vulcanized composition rubber base, engineered for shock absorption and impact reduction
· Designed to withstand extreme weight impacts while minimizing bounce
· Color: Black with approximately 20% light-gray fleck (or similar contrast pattern)
· Estimated Coverage: 6,195 sq ft
• Multi-Purpose Flooring Adhesive
· Commercial-grade flooring adhesive
· Packaging: 4-gallon pail
· Suitable for secure bonding of rubberized flooring products
· Low-VOC, indoor safe, and compliant with commercial installation standards
• Rubber Flooring Reducer Transition Strips

4. Work Hours and Coordination Work must be conducted between 0730–1630, Monday through Friday, excluding federal holidays. Installation must be coordinated at least 7 business days in advance. Delays due to base access requirements or working on an active military installation are the responsibility of the contractor.
5. Government-Furnished Utilities Electricity and reasonable facility access will be provided at no cost to the contractor. The contractor is responsible for supplying all tools and extension cables needed to complete the work.
6. Safety and Access Requirements Contractors must comply with all OSHA standards. Contractor personnel and vehicles must comply with base access procedures. Valid driver’s license, registration, and insurance are required for base entry.
All personnel must fill out attached Cape Canaveral Badge Request Form prior to delivery.
7. Base Entry Identification: Visitors must present a valid government-issued photo ID, such as a driver's license or passport. Starting May 7, 2025, the REAL ID Act will be fully enforced, meaning only REAL ID-compliant licenses or other approved identification will be accepted for access Vehicle Requirements: Drivers will need proof of insurance, vehicle registration, and a valid driver's license. Vehicles are subject to inspection by security personnel. All personnel must fill out attached Cape Canaveral Badge Request Form prior to delivery.
8. No Smoking Policy Per AFI 40-102, smoking is prohibited in all government buildings and vehicles. Contractors must comply with posted signage and policies.
