About this file

This is a Draft Performance Work Statement (PWS) for professional sports officiating and scorekeeping services at Beale Air Force Base. The 9th Contracting Squadron will administer the contract, with oversight provided by the Fitness Center Director and designated Quality Assurance Personnel. The contractor must furnish all personnel, management, supervision, uniforms, and transportation necessary to perform officiating and scorekeeping services. The Period of Performance consists of one 12-month Base Year and three optional 12-month Option Years, with definitive dates to be specified in the contract award document.

The PWS establishes five primary performance objectives with measurable thresholds: (1) Game Staffing and Punctuality—100% of scheduled games staffed with required officials arriving at least 15 minutes prior to start time; (2) Official Certification—all officials must maintain 100% current certification from the National Association of Sports Officials (NASO) or recognized National Governing Bodies, with zero deviations; (3) Professional Conduct—no more than one validated customer complaint per month regarding unprofessional conduct; (4) Incident Reporting—100% of required reports (ejections, protests, injuries) submitted accurately within one duty day; and (5) Government Property Control—zero loss or damage to government property due to contractor negligence. Services cover five intramural and varsity sports: Basketball (110 estimated annual games), Softball (110 games), Flag Football (115 games), Soccer (80 games), and Volleyball (100 games). Personnel staffing requirements vary by sport and competition level, ranging from single referees to four officials per game. The contractor must comply with applicable sport rules from NFHS, American Football Association, United Softball Association, USAV, and USSF. Services are typically required during evenings and weekends, with game schedules provided at least 10 duty days prior to season start. The Government furnishes all facilities, equipment, and supplies for each sport at designated locations on base.
