About this file

This document is a Request for Information (RFI) from the Federal Bureau of Investigation (FBI) regarding their Real Property Application Portfolio Support. The FBI currently uses TRIRIGA and is evaluating two strategic replacement approaches: leveraging existing portfolio tools or procuring a new solution like MREF (Maximo for Real Estate and Facilities). Key requirements include implementing a dual-enclave architecture (Secret and Unclassified), enabling mobile business capabilities, and delivering a streamlined user interface. The incumbent service provider is Jones Lang LaSalle, and services must be performed onsite due to classified and unclassified network environments. The contract is tentatively planned for award in August 2026, with a project start in September 2026 and completion targeted for October 2027. Work cannot be performed outside the United States, and no budget details have been disclosed at this stage, with the RFI's primary purpose being market research and gathering industry input for potential acquisition strategies.

Question Page / Paragraph/ Line Answer

Do you already have a solution in place that you are looking to replace? If so, what are the pain points with the existing solution?

Page 4 / Requirement Alighment

TRIRIGA is currently in use. The FBI is evaluating two strategic pathways for an optimal replacement:

1. leveraging existing portfolio tools, and

2. procuring a new solution, such as MREF.

Key considerations include the implementation of a dual‑enclave architecture (Secret and

Unclassified) to support a broad range of mission use cases, the enablement of mobile business capabilities, and the delivery of a streamlined, user‑friendly interface.

Is there an incumbent in place providing similar services or solution that "customer" is looking to replace?

Yes, the incumbent is Jones Lang LaSalle.

TRIRGA is currently in place and requires an optimal replacement leveraging 1) existing portfolio tools or 2) procurement of a new tool.

Does the work need to be performed onsite or can it be performed remotely from onshore locations?

Since the FBI's facilities tech portfolio is hosted on classified and unclassified enclaves, services must be provided onsite.

Is there a budget earmarked for this effort?

Thank you for your interest in this Request for

Information. At this stage, the Government has not disclosed any budgetary details associated with this effort. The purpose of the RFI is to gather market research and industry input to help inform potential acquisition strategies. Any future funding considerations will be addressed if and when a formal solicitation is issued.

Can work be performed and supported from locations outside the United States as well?

No

When is the project intended to be awarded and what is the potential start date?

Contract is tentatively plan is to award this in

August 2026 with a start in September 2026. The project will start in October 2026 with a completion in October 2027.

By when would the project need to be completed?

The current estimated completion date is October

2027.

IBM has communicated that TRIRIGA capabilities will be rebranded and delivered as MAS MREF

(Maximo for Real Estate and Facilities) within the

Maximo Application Suite (MAS) and you will not need the entire suite of Maximo Applications. Is the FBI aware of the supported transition path that includes a direct lift-and-shift of the existing

TRIRIGA database into MAS?
