About this file
This is a Scope of Work (SOW) for a fish waste pumping and hauling contract issued by the Ohio Division of Wildlife for two public fish cleaning stations located in Mazurik and Huron, Ohio. The contract covers seasonal pumping and hauling of fish waste from grease separators and holding tanks, with pumping frequencies varying between April and November: Mazurik requires 3 times per week in April-June and 1-2 times per week in July-November, while Huron requires weekly pumping. The 2024 estimated volumes are 77,000 gallons of liquid and 104,000 gallons of sludge waste for Mazurik, and 16,000 gallons of solids for Huron. Bidders are encouraged to conduct site visits prior to submission and must submit pricing for hourly pumping rates, solids disposal at Quasar Energy Group, and liquid disposal at a wastewater treatment plant.
The contract will be awarded to the lowest responsive and responsible bidder based on the total bid calculated by multiplying unit costs with estimated usage. The disposal fee at Quasar Energy Group is $3.22 per gallon, and bidders must hold a valid disposal agreement with Quasar and comply with its delivery guidelines. Liquid waste from Mazurik must be transported to the Huron Basin Wastewater Treatment Plant or another approved facility. Invoices must be submitted directly to Ohio Shared Services through email, fax, or mail. The contract includes specific insurance requirements, with DOW requiring general liability and vehicle liability insurance policies up to $1 million per occurrence.

Name or Title of the Service or Supply: Mazurik Access Fish Waste Pumping and Hauling
Ordering Division and address: Wildlife, 952 Lima Ave., Findlay OH 45840
Specifications:
Background – This contract covers the seasonal pumping and hauling of fish waste from two public fish cleaning stations:
Mazurik Fishing Access – 8957 E. Northshore Blvd., Lakeside Marblehead, OH 43440 Huron Fishing Access – 3 Cleveland Rd. East, Huron, OH
At each location, anglers process fish carcasses through a grinder. Sludge waste (ground fish and rinse water) flows into a grease separator, which separates solids from liquids.
Mazurik: Liquids are stored in two 5,000-gallon holding tanks.
Huron: Liquids are discharged into the municipal sewer system.
Waste Disposal Requirements: Sludge waste from the grease separator tanks at both locations must be pumped and hauled to Quasar Energy Group (13500 Aspinwall Ave., Collinwood, OH). Liquid waste at Mazurik must be pumped separately and transported to the Huron Basin Wastewater Treatment Plant (554 River Rd., Huron, OH) or any other treatment plant that will accept the material. If another plant is used, the bidder must provide the owner with an approval letter showing the treatment plants willingness to accept the material. Bidders must hold a valid disposal agreement with Quasar Energy Group and comply with its delivery guidelines. The Quasar agreement stipulates per-gallon disposal costs and requires proof of insurance. (See Figure 2 for a sample contract.). Your disposal bids are not limited by the Quasar contract or whichever wastewater plant charges that are incurred.

Site Visit & Point of Contact Prior to submitting a bid response, offerors are encouraged to visit the two stations. You can request a sight visit through Mike Wilkerson (419) 429-8375 or make an inspection independently.
Once a contract is awarded, the failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.
