Market Research: The NDGF has used several other locations in the previous years but numerous staff evaluations and feedback resulted in the NDGF Department selecting a location that allows shore fishing opportunities as well as easy access to safe boat landings for fishing from boats. Mr. Jeff Long, Program Director of the Federal Grant that provides funding for the Fishing Camp Educational portion of Military Youth Camp, determined over a 8 year trial and error period that the Camp of the Cross location, is the best location for this type of camping activity.
Two additional sites: Circle YMCA Camp, Garrison-ND and Lakewood Bible Camp, Devils Lake-ND were considered. The YMCA Camp in Garrison is unavailable during the summer of 2018 and the Lakewood Bible Camp in Devils Lake lacks a safe boat launch and docking setup to support the camp requirements which would have resulted in launching boats twice each day from remote locations and/or requiring transportation of camp attendees. Additionally should an alternative site be selected, NDGF has indicated that they would need to evaluate an other location prior to holding the event and could choose to cancel their partnership with the NDNG C&Y Program jeopardizing the Military Youth Camp event.

Description of Services or Supplies: Use of Camp of the Cross facility to provide Meals, Lodging and lake access for both shore and boat fishing. Training facilities/conference rooms to house training events (diversity education & resiliency skills training).

Reasons for Authority Cited: A: The Military Youth Fishing Camp is held through a partnership between the North Dakota Nation Guard Child and Youth (NDNG C&Y) program and North Dakota Game and Fish (NDGF). The NDGF Department provides grant funding that covers the Fishing Camp Educational portion of Military Youth Camp. The NDGF fishing education program requires participants to have access to both shore fishing and fishing from boats. The NDGF Department recommends the usage of Camp of the Cross, Garrison, ND, to ensure that all of their requirements for Military Youth Fishing Camp were met. The Camp of the Cross location is the only available facility that provides private boat landing access that provides safe embarkation and debarkation of boats , docking area, shore fishing and available overnight camp facilities which are all required to meet the needs of ND Game and Fish Department.
Reasons for Authority Cited: B:
Reasons for Authority Cited: C: Camping facilities that do not offer shore fishing, boat ramp access for fishing from boats, and overnight camping facilities would require youth camping participants to be transported by vehicle to different locations throughout the camp - to meet the requirements of the NDGF Departments fishing education program. Daily transportation, via rented or POV of 45 youth attendees, would increase the risk of accident and/or injury caused by excessive mileage requirements should an alternate site be selected that does not offer all required amenities. Additionally, should rental or POV transportation be required, there would be an increased cost to the government due to rental and mileage reimbursement.
