About this file
This document is a Standard Operating Procedures guide for WorkSource DeKalb, the American Job Center Network partner for DeKalb County, Georgia, outlining compliance requirements and administrative forms related to the DeKalb County First Source Jobs Ordinance. The First Source Ordinance mandates that contractors or beneficiaries receiving County funding of $50,000 or more—whether through direct expenditures or administered funds such as urban redevelopment action grants or community development block grants—make good faith efforts to hire DeKalb County residents for at least 50 percent of jobs created under the contract. Contractors must utilize the First Source Registry candidate database and comply within 120 days of contract execution. The document provides four required forms: the First Source Acknowledgement Form, the New Employee Tracking Form, the Business Service Request Form, and the Employment Roster, each designed to capture job opening projections, hiring intentions, position details, and workforce demographic data necessary for compliance verification.
Contractors are required to submit an Employment Roster and copies of active payroll registers on a monthly basis to demonstrate compliance with the ordinance. The acknowledgement form requires contractors to disclose the number of anticipated job openings, the number of existing employees who will retain jobs (categorized by DeKalb County residency status), and the definition of full-time employment hours for their organization. The Business Service Request Form collects detailed position information including job title, number of openings, target start date, work schedule, salary range, required screenings, and application procedures. WorkSource DeKalb is 100 percent funded by the U.S. Department of Labor and operates as an Equal Employment Opportunity/Minority/Female/Disabled/Veteran employer. All communications regarding compliance should be directed to WSDBusiness@dekalbcountyga.gov or (404) 687-3900.
