About this file
This file contains the DeKalb County First Source Jobs Ordinance Standard Operating Procedures and accompanying employment documentation forms for WorkSource DeKalb, the American Job Center Network partner for DeKalb County, Georgia. The file establishes requirements for contractors and beneficiaries of eligible projects funded in whole or part with County funds or County-administered funds, including community development block grants and urban redevelopment action grants. Contractors receiving $50,000 or more in County expenditures or committed expenditures must make a good faith effort to hire DeKalb County residents for at least 50% of jobs created, utilizing the First Source Registry candidate database within 120 days of contract execution. The file includes multiple standardized forms: the First Source Acknowledgement Form for contractors to document anticipated job openings and incumbent retention; the New Employee Tracking Form for bidders to indicate hiring intentions and position types; the Business Service Request Form for employers to detail specific job openings with position titles, work schedules, salary ranges, and screening requirements; and the Employment Roster for documenting employee information including name, position, start date, hourly rate, and county of residency.
The procedures establish compliance monitoring through monthly submission of Employment Rosters and active payroll registers to verify adherence to the First Source Jobs Ordinance requirements. WorkSource DeKalb operates as an Equal Employment Opportunity/Minority/Female/Disabled/Veteran employer and program, funded 100% by the U.S. Department of Labor. The file does not contain pricing information, set-asides, or specific funding amounts but establishes the mandatory employment documentation and reporting infrastructure that applies to the related Annual Return Line Cleaning contract for sanitary sewer maintenance services within DeKalb County's wastewater collection system. Contact information is provided for WorkSource DeKalb Business Solutions at (404)687-3900 or WSDBusiness@dekalbcountyga.gov for form submission and inquiries.
